1. Authentication/ Attestation of Documents

Documents originating from Malaysia such as Statutory Declarations, Certificates of Origin, and Power of Attorney etc. require authentication by the Consular Division before submission to the various foreign missions for further endorsements.
Under normal circumstances documents submitted for authentication could be collected on the same day, latest the following working day.

FEE – Certified true copy £2.00 each

FEE – Endorsement of Translation £2.00 each

2. Notary/Legalisation Service

Documents issued by the local authority (UK) with the signatures or seals of British public officials – such as Solicitors, Notaries Public, Registrars, Officials of Chambers of Commerce require legalization by both the Foreign and Commonwealth Office and the High Commission of Malaysia, before those documents can be accepted in Malaysia.

Documents may be legalized in person. The fee for legalization is £5.00 per document

3. Registration as Malaysian residing abroad

Telephone, e-mail or call upon the nearest Malaysian Mission upon arrival in the country. Address, telephone number and e-mail are available in this website under the topic Malaysia's Missions Worldwide.

For short visits, it is sufficient to register by telephone or e-mail. Information required are as follows:
- Name
- Passport number
- Current address in the country
- Date of arrival
- Expected Date of departure

If registration is by calling upon the Mission, bring along your passport and fill in a form provided.The registration will be processed by the Mission. NO FEE

4. Application for an Extract of Birth / Marriage / Death Certificate

Please contact the Consular Office to get an extract form from National Registration Department of Malaysia. The form need to be completed and forwarded to the following address with a fee (RM10.00) :-

Please state the request clearly that the payment sent should cover the extract of the certificate, official translation in English and postage to United Kingdom

The applicants need to forward the signed application to their family or friends in Malaysia for assistance in contacting the Registration Department for an extract of the certificate.

 

5. Registration of Marriage

Under (Marriage and Divorce Act 1976 of Malaysia)

Marriage can be registered at the Malaysian Mission if at least one of the couple is a Malaysian citizen.

Non-Muslim citizens who contract marriage in the United Kingdom MUST register the marriage with this office within the period of six (6) months from the date of marriage. This is a legal requirement and for the marriage to be legally recognized in Malaysia.

In order to register, both husband and wife must come to this office together with the original and 2 sets of photocopies of the following:

-         Passport of the couple (page no. 1, 2 and 3)

-         Malaysian Identification Card (photocopy both side)

-         British Marriage Certificate (And Divorce Certificate, where applicable)

-         Two (2) passport size photographs (studio taken) each

-         Prove of marriage (photograph or invitation card if available)

-         Two (2) witnesses that had witnessed the marriage

-         A self-address envelope (A4 size) with £1.50 stamps for the registered postage.

-         Registration fee of £4.00 for registration made within (6) months from the date of   marriage

-         Penalty charge will be imposed for late registration

Registration will be processed by the Mission and two (2) copies of the Malaysian Marriage Certificate (original and a photostat copy) will be issued to the couple

6. Marriage in Malaysia for FOREIGNER

Foreigner wishing to marry in Malaysia, needs to prepare the followings:

 - Statutory Declaration / No Impediment regarding single status which requires legalization by the Foreign and Commonwealth Office and Malaysian High Commission

- Divorce Certificate for those who have been married and divorce

- Full passport

- Full Birth Certificate

 

7. Registration of Birth


Malaysians born in the United Kingdom can be registered at High Commission of Malaysia, London on the conditions:

    - Father of the child is a Malaysian Citizen
    - Registration is made within one (1) year from the date of birth
    - Date of birth/age
    - Address in home country
    - Address of relative that can be contacted  

Apart from bringing the child to High Commission of Malaysia, London, documents required for registration are as follows (original and copy) :

-         Passports of parents

-         Identification Cards of parents

-         Birth Certificates of parents

-         Birth Certificate of the child with parent’s detail

-         Acknowledgement letter from the hospital where the child was born

-         Two (2) passport size ‘photos’ (the child)

-         A self-addressed (A4 size) with £1.50 stamps for the registered postage.

-         Registration Fee of £6.00 cash (Form W £2.00 + processing fee £4.00)

 Note: The child MUST come together with the parent for thumb prints to be taken. Form W (Malaysian Birth Certificate Overseas) will be issued by this office. A copy will be sent to the National Registration Department of Malaysia for record purposes.

 

For LATE REGISTRATION

For registration made beyond the period of one (1) year after the birth, the above process still applies.

A letter from the father explaining the reason for the delay in registering is required.

The Child MUST come together with the parent for thumb prints to be taken.

 

8. Registration of Death / Repatriation of Remains
 

Documents required before a letter could be issued by the High Commission to accompany the remains to Malaysia.

-         Original Passport of the deceased

-         Original Identification Card / Birth Certificate of the deceased

-         Copy of the Death Certificate (Issued by Registrar Office UK)

-         Copy of the Embalming Certificate (Issued by the Funeral Direction Company)

-         Passport of a member of family accompanying the deceased

-         Flight details

-         Processing charge £2.00

9. Report of Missing Persons

Relative/family/acquaintance report the missing person at the Consular Division, Ministry Affairs at the following address:

Among the information required for the report are as follows:

-         Complete name of missing person 

-         Place and date of birth

-         Details of the Malaysian Passport

-         Identification Card number

-         Date departed from Malaysia

-         Reason for going abroad 

-         Date of arrival at the particular country

-         Last known  address and telephone number at the particular ( if available) 

-         The place of work (if available)

-         Name and address of family to be contacted in Malaysia

-         Name, address and telephone number of the person making the report / government agency involved 
 

The Consular Division will seek assistance from the respective Malaysian Mission to investigate the case. The family will be informed of the result of the investigation.

If found, the family will have to bear the cost of bringing the person home (flight ticket & other costs incurred). The money needs to be deposited to the Consular Division and a receipt will be issued. 

The family will be informed of the details of arrival. The family will have to wait to receive the person at the airport or other entry points in Malaysia.

10. Arrest/ Detention / Deportation by Local Authorities

Relative/family/acquaintance makes a written report about the arrested/detained/deported person at the Consular Division, Ministry of Foreign Affairs at the following address:

 Among the information required for the report are as follows:

-         Name of the arrested/detained/deported person

-         Passport and Identification Card number

-         Date and place of arrest/detained/deport

-         Telephone number of place of arrest/detained/deport

-         Cause of arrest/detention/deport

The Consular Division will seek assistance from the respective Consular Officer to investigate. The family will be notified of result of the investigation. 

If the family requires legal assistance or need to visit the arrested/detained person, the application needs to be submitted to the Consular Division. All cost incurred will be borne by the family. 

After completion of sentence (if found guilty), the person will be deported back to Malaysia. In some countries, cost of deportation will be borne by the country concerned. In others, the family needs to bear the cost:

-  Deposit the required amount to the Consular Division. A receipt will be 
    issued.
 
-  The family will be informed of the details of arrival. The family will have to
   wait to receive the person at the airport or other entry points in Malaysia.

11. Letter of Good Conduct (from Royal Malaysia Police)

The applicant can download the form (LoGC) from www.kln.gov.my website and they are required to complete 2 sets of form and send them to the Malaysian High Commission, 45 Belgrave Square, London SW1X 8QT with the following  documents:

-         The complete form (LoGC)

-         2 copies of your passport (with Malaysian Visas for Non-Malaysian)

-         2 copies of your I.C. (for Malaysian only)

-         2 passport size photos

-         A self-address envelope (A4 size) with £1.50 stamps for the registered postage.

-         Fee of £4.00 postal order only payable to Malaysian High Commission

Application for a ‘Letter of Good Conduct’ will be forwarded to the Police Headquarters in Kuala Lumpur and it will take 2-3 months to process.

12. Renunciation of citizenship

Under Constitution of Malaysia – Article 24 Termination of Citizenship, the Government of Malaysia does not recognize dual nationality.

Please be informed that Malaysian Citizens who wish to renounce their citizenships are required to produce the following documents and come in person for the thumb prints at the Consular Section of this office:

-         The applicant need to fill-up the form K (2 set)

-         Original Malaysian Passport

-         Original Malaysian Identification Card

-         Original Malaysian Birth Certificate

-         British Citizenship Certificate 

-         British Passport or British Overseas Citizen Passport

-         Two passport size photos

-         Renunciation Fee £2.00 (postal order or cash only)

13. Malaysian stranded abroad 

Please contact the nearest Malaysia Mission for further advice and assistance.

14. Report of missing documents

Report the loss at the nearest Police Station.

Documents such as Birth Certificate, Malaysian Identity Card/ Mykad and Driving License of Malaysia that have gone missing or were lost need to be reported to the local Police Station and the High Commission:

-         A copy of the police report

-         A copy of the Malaysian Passport

-         Other documents that can be used as proof of citizenship

-         A self-address envelope with stamps
