“PROTECTING CHILDREN FROM WAR" CONFERENCE - 21 FEBRUARY 2017

The Conference is a testimony of commitment from like-minded countries to protect children from war. It was well subscribed and attended by more than 300 participants. President Hollande delivered the opening statement and co-chaired the plenary session. The two roundtables as well as the three subsequent high level panels touched on the roots, impact, solutions as well as the way forward in ensuring the protection of children before, during and after wars.

 

Drawing on the observation of the ongoing discussions, HE Datuk Ibrahim Abdullah, Ambassador of Malaysia to France, agreed that children are affected when they join any groups involved in armed conflict either willingly or against their will. He then expanded the conversation by adding that another threat children face in conflict zones is being caught in the throes of war as an innocent bystander. This point was also emphasized by President Hollande when he thought of tens of thousands of young Syrians robbed of their childhoods who, when asked, would instinctively draw ruins instead of houses and fill the skies of their drawings with helicopters raining explosives instead of a flock of birds.

 

There was concurrence that there is no one size fits all solution so there is a need for tailored support to address the root causes and ensure the issue of children snared in armed conflict could be resolved and would not be repeated or perpetuated in the future.

 

While there was recognition child protection during conflict is just as important as post-conflict, it was accepted that the end of the peace process is the beginning of the process of building peace. In this connection, education provides opportunities for former child soldiers and allow them to become the builders of peace. With healed hearts and educated minds, the victims and positive change agents who have known the hatred and division that led to conflict will be filled with hope and equipped to build futures of their own choosing.

 

An accomplishment that was frequently highlighted during the Conference was the endorsement of the safe school declaration by France and Canada. Malaysia is among the 59 states that have endorsed the Safe Schools Declaration. The upcoming Second International Conference on Safe Schools, hosted by Argentina in Buenos Aires on 28-29 March 2017 is anticipated to be an important arena to share examples of good practice and address areas of improvement as well as ensure effective implementation of the commitments contained in the Safe School Declaration.

 

The Conference had achieved its purpose as there was unequivocal support from all parties in the global effort to support children in armed conflicts. Though there is progress, much more can still be done. As long as children are affected by fighting, the international community cannot give up the fight for children.

 

 

“I think of these tens of thousands of young Syrians whose childhood has been stolen. They were asked to draw and they did not draw houses and smiles but ruins. In the sky of their drawings, there were not birds but helicopters raining explosives. Based on these hundred drawings, UNICEF launched an awareness campaign in cooperation with a great artist, Brian McCARTHY. These drawings  show  the  lucidity  and  strength  of  these  children,  their  vitality  despite  the  nightmare against which their innocence collided.” ~ President Hollande

 

“Children should be protected and allowed to go to school in order to build futures of their own choosing instead of being shamefully used as child soldiers and robbed of their rights to health, education, and the simple right to be a child. Parties of conflict that enlist child soldiers are neglecting the single most important responsibility of being an adult – the responsibility to protect children… The future of our world is in our children’s hands. Healed hearts and educated minds will end the hatred and division that led to conflict and set in motion intergenerational cycles of peace.” ~ Mr. Anthony Lake, Executive Director of UNICEF
