In the context of disarmament and non-proliferation, the goal of Multilateral Security Division (MSD) is to reduce and eliminate the potential factors for armed conflict and war to create world peace and stability for national interest.  However, efforts to achieve disarmament goals are often met with difficulties because of personal interest pursued by certain countries as well as lack of cooperation at the international level.  For example, nuclear disarmament has not yet been fully achieved until today due to reluctance of several Nuclear Weapon States (NWS) to destroy their stockpile of nuclear weapons.  They also maintain the position that nuclear weapons are still essential for national defense.


Futhermore, some efforts undertaken by certain developed countries in the context of disarmament and non-proliferation restrict the progress of developing countries.  For example, export/import control regime and trade restrictions introduced by certain developed countries have inhibited the transfer of technology and science to developing countries.


In this regard, national interest must always be maintained through the presence and participation of Malaysia in the relevant discussions and dialogues on disarmament and non-proliferation, including nuclear safety issues.
