STATEMENT BY MALAYSIA

(DELIVERED BY H.E. DATO’ KENNEDY JAWAN, DEPUTY SECRETARY GENERAL OF THE MINISTRY OF FOREIGN AFFAIRS)

 

AT THE KUWAIT INTERNATIONAL CONFERENCE

FOR THE RECONSTRUCTION OF IRAQ (KICRI)

Excellencies,

Ladies and gentlemen,

 

On behalf of the Government of Malaysia, allow me to begin by commending the Government of the State of Kuwait and the co-chairs for convening this International Conference for the Reconstruction of Iraq.

 

2.       Malaysia lauds the effort by the international community in finding a consolidated and concerted effort for the reconstruction of Iraq. We are confident that this conference would produce positive outcomes to assist the Iraqi Government restore and rebuild the country that will yield tangible benefits in the everyday lives of its citizens.

Ladies and gentlemen,

 

4.       For many years, the Iraqi people have endured terrible trials and torments. They have also experienced hardship as the battles against Da’esh have devastated the country. The Iraqis have suffered enough under Da’esh rule for the past four years. Our challenges now are to achieve stability and security in Iraq; and to assist the country’s reconstruction off to a start.

 

5.       Malaysia realises the complex challenges faced by the Iraqi Government. The needs could be far more critical than what we thought. Therefore, it is imperative upon us – the international community – to mobilise, expedite and promote an inclusive approach in Iraq’s reconstruction process.

 

6.       Although it could take years to rebuild Iraq, we must stand together and demonstrate our full and sustainable commitment to this effort. A prosperous, stable and secure Iraq is vital for the region.

 

7.       It must be emphasised that while the reconstruction of physical infrastructure is a priority, the improvement of the well-being, providing job opportunities and the enhancement of the capacity building of the Iraqi people are equally important. These must not be ignored.

 

8.       Thus, all parties in Iraq must continue to work together towards national reconciliation as this is the key to achieve balance between Iraq’s stabilisation, reconstruction and development plans.

 

9.       In conclusion, I would like to reiterate Malaysia’s unwavering support to the international effort to rebuild Iraq. I am also pleased to announce that Malaysia will make an initial pledge of USD100,000 to this cause.
