GOVERNMENT TO GOVERNMENT (G-G) CULTURAL EXCHANGE/COOPERATION PROGRAMMES
Procedures for Government to Government Status
The MFA will accord G-to-G status subject to the terms and conditions for such activities based on the Guidelines for the Organising of Cultural and Arts Activities between Malaysia and Foreign Countries, as issued by the Ministry of Information Culture and Arts of Malaysia, effective from 1 March, 2005.
The G-to-G status will be accorded as follows:
Cultural Exchange Programme
For countries with Cultural Agreement/MOU with Malaysia. Under this category, corresponding taxes & fees may be exempted.
Cultural Cooperation Programme
For countries without Cultural Agreement/MOU. Under this category, corresponding taxes, fees & permits will not be exempted but may be given reduced rates.
Reciprocal Arrangements
Under this category, the MFA may accord either category (a) or (b) at its discretion, on a case by case basis, for those countries which also accords to Malaysia the same reciprocal status.
Application and Approval Procedures:
All diplomatic missions/foreign government agencies may apply to the MFA through diplomatic note attaching the details as prescribed. The MFA will issue a diplomatic note describing the category of status accorded, while the Ministry of Information Culture and Arts of Malaysia will coordinate with other related government agencies for taxes, fees and permits or payment exemption. Only foreign government agencies through their respective diplomatic missions are entitled to apply. Private applications are NOT entitled to this privilege and application shall be channeled directly to the Ministry of Information Culture and Arts of Malaysia.
