Ambassador Extraordinary and Plenipotentiary of

Malaysia to the Republic of Austria, with concurrent

accreditation to the Slovak Republic, and

Permanent Representative of Malaysia to the United Nations

and International Organisations in Vienna

 

Ambassador Ikram Bin Mohammad Ibrahim (b. 1970) received in June 2021 his Letters of Credence as the Ambassador-designate of Malaysia to the Republic of Austria and the Slovak Republic from His Majesty Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah Ibni Almarhum Sultan Haji Ahmad Shah Al-Musta'in Billah, the Yang di-Pertuan Agong XVI of Malaysia.  Subsequently, he presented his Letters to His Excellency Dr. Alexander Van der Bellen, President of the Republic of Austria on 12 January 2022.

He is also concurrently the Permanent Representative of Malaysia to the United Nations (UN) and International Organisations based in Vienna and, under this capacity, has held the following posts:

  • Chair of the ASEAN Vienna Committee (January-June 2022).
  • Chair of the Group of Asia and the Pacific States (May-November 2023).
  • Vice President of the 20th Session of the General Conference of the UN Industrial Development Organization (UNIDO) (27 November – 1 December 2023).
  • Vice President of the 12th Session of the Assembly of Parties of the International Anti-Corruption Academy (IACA) (9 November 2023).

The previous foreign diplomatic postings of Ambassador Ikram are as follows:

  • High Commissioner of Malaysia to the Islamic Republic of Pakistan (2018 - 2021).
  • Embassy of Malaysia in Washington, DC - as Minister/Deputy Head of Mission (2013-2015).
  • Embassy of Malaysia in Brussels as Minister Counselor/Deputy Head of Mission (2010-2013).
  • Permanent Mission of Malaysia to the UN in New York as Second Secretary (2003-2005) and First Secretary (2006-2007).

During his tenure at headquarters (Ministry of Foreign Affairs of Malaysia in Kuala Lumpur and, subsequently, Putrajaya), Ambassador Ikram has held the following positions:

  • Assistant Secretary, Multilateral Political Affairs Division (1996, 1998-1999 and 2001-2003).
  • Special Officer to the Secretary General (2007-2008).
  • Principal Assistant Secretary, Multilateral Political Affairs Division (2008 – 2010).
  • Undersecretary for Multilateral Security Affairs (2015-2018) and, concurrently, was Co-Chair of the ASEAN Regional Forum Inter-sessional Meeting on Non-Proliferation and Disarmament (2015-2017 term).

Ambassador Ikram joined the Administrative and Diplomatic Service of Malaysia in January 1996 and has spent most of his 28-year diplomatic career, in various capacities, on international and regional peace and security issues. He had regularly represented Malaysia at numerous inter-governmental meetings, particularly those under the auspices of the UN, Non-Aligned Movement (NAM), Association of Southeast Asian Nations (ASEAN)ASEAN Regional Forum (ARF) and the Commonwealth, as well as the Nuclear Security Summit (NSS) as Sous Sherpa, Proliferation Security Initiative (PSI), Global Initiative to Combat Nuclear Terrorism (GICNT), Global Coalition to Defeat ISIS/ISIL/Daesh, and North Atlantic Treaty Organisation International Security Assistance Force in Afghanistan (NATO-ISAF).

Ambassador Ikram holds a Bachelor’s (Honours) degree in Political Science (International Islamic University Malaysia, 1994), and was a UN Disarmament Fellow (1998) and a post-graduate Chevening Scholar of the Oxford University Foreign Service Programme (1999/2000).
