Statement delivered by YB Dato’ Sri Anifah Aman, Minister of Foreign Affairs, Malaysia at the Ministerial Preparatory Meeting to the 13th Islamic Summit Conference, Istanbul, Turkey










Unity and Solidarity for Justice and Peace




Bismillahirahmanirahim, Assalamualaikum warahmatullahi wabarakatuh, and a very good morning,

Ladies and Gentlemen,


First and foremost, I would like to extend my sincere appreciation to the Government of the Republic of Turkey for hosting this 13th Islamic Summit Conference.  In this regard, Malaysia would like to express our support to Turkey as the new Chair of the OIC Summit.


2.      Allow me to also commend the Arab Republic of Egypt, the out-going Chair, for its dynamic leadership of the Organization for the past three years. I would also like to express my appreciation to His Excellency Tan Sri Iyad Ameen Madani, Secretary-General of the OIC for his commitment in fulfilling the OIC’s purpose and objectives.

3.      The theme of this Summit, Unity and Solidarity for Justice and Peace underscores the paramount importance of unity and solidarity amongst the Ummah and member states of the OIC, in our common endeavour to achieve justice and peace for our people.  Unity and solidarity are absolutely essential if we are to ever resolve the problems and surmount the multi-faceted challenges that confront us today. 


4.      We must work together for our collective good. Unity of purpose and cooperation must be forged for any real change to become possible. In this, we must be guided by the teachings of Islam and the noble Islamic values of fraternity, tolerance and mutual respect.


5.      It is also important that we do not only give support to the theme of this Summit, but we must translate the essence of this theme into deeds and actions that will steer us towards attaining justice and peace in the Muslim world.  Justice and peace within societies are essential and are overarching conditions for development and progress.


6.      Against the backdrop of conflicts and challenges in the Muslim world, sustained efforts to ensure justice and peace are today more important than ever before. This task requires the intensification of efforts, and the success of such efforts hinges on how united we are, in carrying out this task.

7.      Sadly, the Palestinian people, including children and women, continue to be deprived of their basic rights under Israel’s occupation. But my dear brothers and sisters, how can we hope to help the Palestinians to realize their goal of achieving an independent and sovereign State of Palestine if our own unity is in question, and the Muslim Ummah are divided. Nevertheless, I believe that with our unity and our collective efforts, and that of the international community, we would be able to make progress on the Palestinian question and alleviate the sufferings of the Palestinian people.


8.      Malaysia joins others in welcoming the announcement of the re-establishment of the Palestinian Unity Government. We would like to reiterate our unstinted support in this regard.

9.      Since its formation in 1969, the OIC has transformed itself from merely being a forum for deliberations on political issues, to become an important platform for cooperation in various areas. As a result, Member States have benefitted from its various economic and socio-cultural programmes.


10.    Despite this positive development, however, we must remain resolute in our efforts to elevate our cooperation to greater heights. In this regard, Malaysia fully supports the OIC Ten-Year Programme of Action (TYPOA) 2016-2025, the second phase of a ten-year strategic vision of the organisation, to address the current challenges facing the Ummah.


11.    The new Ten-Year Programme should serve as a guide and a catalyst for the enhancement of cooperation among the Member States. I would like to emphasize the crucial role of the OIC organs and institutions, in cooperation with the Member States, towards the successful implementation of the Ten-Year Programme.

12.    In concluding, I hope that we could draw on our unity and solidarity to implement the measures outlined in the Outcome Documents. I believe that our concerted and resolute efforts would contribute to achieving our common objective of enhancing the betterment and progress of the Member States and the Ummah.
