QUARANTINE CHARGES IN MALAYSIA FOR MALAYSIANS AND ELIGIBLE NON-MALAYSIANS
Starting 1st June 2020, the Government of Malaysia has imposed a new policy to all individuals entering Malaysia through the International Entry Point (PMA). Every citizen must bear 50 percent of the cost of quarantine while full payment will be made by non-citizen individuals.
In this regard, all Malaysians and eligible non-Malaysians travelling back to Malaysia from Shanghai on or after 1 June 2020 are required to have:
i) Surat Aku Janji dan Indemniti Orang di Bawah Pengawasan (“Surat Aku Janji”) / Letter of Undertaking and Indemnity Person Under Surveillance (LOU); and
ii) Permission to Travel to Malaysia Letter – issued by the Consulate General of Malaysia in Shanghai

• If you are a non-Malaysian, please download the LOU here: https://www.kln.gov.my/documents/8390448/8392184/Doc+D_Flowchart+BI_2/ac9c75b3-4924-4d0c-b7c9-e7c90c75b343 (English) - Non-Malaysian must obtain approval from the Director General of the Immigration Department of Malaysia before entering Malaysia. Application must be submitted to email address kpi@imi.gov.my and naeem.aziz@imi.gov.my and includes all the supporting documents - a copy of passport, long term pass, marriage certificate, relevant letter from employer / health / medical - 7 working days process / approval 14 working days.
• Both downloads also include “Guidelines on the Entry and Quarantine Process”.
• The witness section on page 3 of the LOU will be signed by a government officer when you arrive at KLIA.
Permission to Travel to Malaysia Letter
• Please email the scanned copies of the completed LOU to mwshanghai@kln.gov.my. Also provide a copy of your passport / China ID / Malaysia Long Term Social Visit Pass (as applicable) and flight ticket at least three (3) days before departure.
• Hardcopy of LOU and a copy of Approval Letter need to be presented upon arrival in KLIA.
