ENTRY AND QUARANTINE REGULATIONS INFORMATION FOR MALAYSIANS TRAVELLING ABROAD - GERMANY

Entry Regulations contains a general obligation for persons entering the country to furnish proof, irrespective of the mode of transport or whether they previously spent time in a high-risk area (HRA) or area of variants of concern (VOC).
* Entry from Non-EU countries i.e Malaysia :
Must be able to show proof or serve important role or have an urgent need to travel (skilled workers, seasonal workers, foreign students, visitors for urgent family matters, medical reasons, humanitarian reasons, diplomats, international organisations, military, on transit.
Border is generally open to eligible individuals who are vaccinated, tested or recovered. Persons aged 12 or over must, as a rule, possess a negative test result or proof of vaccination or recovery when entering the country.
He/She must be able to show proof or serve important role or have an urgent need to travel (skilled workers, seasonal workers, foreign students, visitors for urgent family matters, medical reasons, humanitarian reasons, diplomats, international organisations, military, on transit.
Persons who, at any time within the last 10 days prior to their entry into Germany, spent time in an area which is classified as High Risk Area (HRA) or area of variant of concern (VOC) at the time of their entry must observe special obligations to register, furnish proof and self-isolate/quarantine at home/place of residence.

Quarantine period is based on: • High Risk Area/Countries (Malaysia is listed since 13.6.2021) • Area of Variant of Concern (VOC)
Fully vaccinated i.e 14 days after complete vaccination:
NO quarantine required (must register their entry online and upload vaccination records)
Unvaccinated person:
i. High Risk Countries: May enter subject to certain conditions and must undergo mandatory quarantine for 5 days, then do COVID-19 test. Quarantine ends with negative test results.
ii. Variant of Concern listed countries: 14 days compulsory quarantine As of 01.10.2021, Malaysia is still considered as high risk country. All travelers over the age of twelve (12) must present negative proof of testing, vaccination or convalescence upon entry.
Types of approved Covid-19 vaccines by Germany to date :

Persons who have stayed in one of the above-mentioned risk areas (high-risk or virus variant area) in the last 10 days before entering the Federal Republic of Germany must observe certain rules:
Obligation to register: After previous stay in a risk area passengers are obliged to fill out the digital entry registration at https://www.einreiseanmeldung.de and to carry the confirmation received with them upon entry. New risk areas will appear on the digital entry notification at midnight each effective date. The confirmation is checked by the carrier and, if necessary, additionally by the Federal Police as part of border police duties.
Special requirement:
After prior stay in a high-risk area, travelers must carry proof of testing, vaccination, or recovered/convalescence. In the case of prior stay in a virus variant area, only test proof is possible.
Proof must be uploaded via the Digital Entry Application upload portal at https://www.einreiseanmeldung.de/#/. Travelers should use the individual link on the registration confirmation (PDF document) for this purpose.
Quarantine obligation: Persons who have stayed in a risk area must generally go home immediately after arrival - or to other accommodation at the destination - and seclude themselves for ten days (domestic quarantine). In case of previous stay in a virus variant area, the segregation period is fourteen days. Termination of quarantine: The domestic quarantine can be terminated prematurely if a proof of recovery, a proof of vaccination or a negative test proof is submitted via the upload portal of the Digital Entry Application. The individual link on the registration confirmation (PDF document) should be used to upload the documents. The quarantine can be terminated in each case from the time of submission.
After previous stay in high-risk areas, testing can be done at the earliest five days after entry ("free testing" possible from day five after entry). Vaccinated and recovered persons can end quarantine from the time the proof of vaccination or recovery is transmitted via the entry portal. If the transmission takes place before entry (strongly recommended), the quarantine does not have to commence.
