What must an individual do to enter Malaysia?
1. Download, register and activate the MySejahtera App
2. Fill up details, including travel and vaccination information in MySejahtera under Traveller icon.
a. Complete the Pre-departure Form (click the Travel For xxx (name of the traveller) under the ‘Traveller’ icon in MySejahtera application and upload the results of RT-PCR or RTK-Ag Professional (for travellers with recent post-COVID infection or travellers from Singapore) test done within 2 days prior to departure.
b. Upon submission of Pre-Departure Form and upload of the pre-departure test, a BLUE Traveller’s card (if fully vaccinated) or RED Traveller’s card (if unvaccinated/ partially vaccinated) will appear on the app. Fully vaccinated travellers who travel from Singapore via Land will receive PURPLE Frequent Traveller’s Card.
3. If you are travelling with dependents, fill up their details as well after you have added them under “Manage Dependents” and “Vaccine Dependent”. (Please refer to the guide on how to fill up MySejahtera).
4. Verify your digital COVID-19 vaccine certificate on mysafetravel@gov.my (for digital vaccine certificates issued overseas)
5. Purchase a travel insurance of USD20,000 minimum coverage for short term visitors (including business and official travellers).
Fully vaccinated short term travellers from Singapore with the following status are exempted from the insurance policy requirement.
(i) Singapore/ Malaysia citizens,
(ii) Singapore/ Malaysia Permanent Residents and
(iii) Long-Term Pass Holders in Malaysia/ Singapore
6. Valid national passport or internationally recognised travel document before departing for Malaysia.
7. Has a valid visa to enter Malaysia (if required).
8. Take a COVID-19 RT-PCR test two days before departure and upload the test result in MySejahtera the moment you receive it.
*Travellers from Singapore by air can take a professionally administered COVID-19 antigen rapid test. Travellers from Singapore by land do not need to take any test.
**Travellers who were detected positive between 6 – 60 days before arrival should take a professionally administered COVID-19 antigen rapid test.
QUARANTINE
1. Are unvaccinated or partially vaccinated travellers allowed to enter Malaysia?
Unvaccinated or partially vaccinated travellers are allowed to enter Malaysia. However, they will be subjected to quarantine upon arrival. As of 1st April 2022, the number of quarantine days is 5 days. They are required to a professionally administered COVID-19 antigen rapid test within 24 hours of arrival AND an RT- PCR test on Day 4 or a professional RTK-Antigen test on Day 5 of quarantine.
2. Are unvaccinated children allowed to enter Malaysia?
Children 12 years old and below are allowed to enter Malaysia without the need to show proof of vaccination and will follow the quarantine status of the adult (parents, guardian) they are travelling with (e.g. if the parent is not vaccinated, the child will be required to quarantine together with the parent).
However, they will still need to do a COVID-19 RT-PCR test within two (2) days before departure for Malaysia and a professionally administered COVID-19 antigen rapid test within 24 hours of arrival in Malaysia. Only children aged 6 years and below are exempted from pre-departure testing and on arrival testing.
3. Are persons who are medically unfit to be vaccinated allowed to enter Malaysia?
Persons who are medically unfit to be vaccinated are allowed to enter Malaysia. They do not need to undergo quarantine upon arrival. However, they will still need to do a COVID-19 RT-PCR test within two (2) days before departure for Malaysia and a professionally administered COVID-19 antigen rapid test within 24 hours of arrival in Malaysia.
Travellers who are medically unfit to be vaccinated should upload proof of their vaccination exemption into MySejahtera before they travel. The proof of vaccination exemption should be an endorsed document from a healthcare provider / public health official. Failure to do so may result in the travellers being subjected to quarantine upon arrival. Travellers should also bring along an electronic or physical copy of their proof of vaccination exemption.
4. Does a former COVID-19 patient who has recently recovered still need to be quarantined upon arrival in Malaysia?
A former COVID-19 patient who was detected positive between 6 – 60 days before arrival do not need to undergo quarantine upon arrival. However, they will still need to undergo a professionally administered COVID-19 antigen rapid test within two
(2) days before departure for Malaysia and once more within 24 hours of arrival in Malaysia.
They will also need to provide a letter from a healthcare provider / public health official that clearly states the date of COVID-19 diagnosis and the end of his / her isolation period. In addition, patients who were hospitalized need to provide a letter of confirmation that he / she is fit to travel. Failure to do so may result in the travellers being subjected to quarantine upon arrival. Travellers should also bring along an electronic or physical copy of their proof of infection within the last 60 days.
5. Am I allowed to quarantine at home if I am partially or not vaccinated and need to be quarantined upon arrival in Malaysia?
Travellers are allowed to quarantine either at home, at a hotel or any other accommodation of their choice with the premise owner’s permission. From 1st April 2022 onwards, travellers who wish to quarantine at home need no longer apply approval for home quarantine from the Ministry of Health.
MYSEJAHTERA
1. Why must MySejahtera be downloaded?
MySejahtera is an application developed by the Government of Malaysia to assist in monitoring COVID-19 outbreak in the country. All travellers entering Malaysia must fill up their travel details, vaccination status and pre-departure test result in MySejahtera as a pre-requisite.
2. What if I do not have a smartphone to download MySejahtera?
All travellers without a smart phone MUST register themselves as a dependent in another account. The form is linked to the immigration system and failure to fill in the form would result in Not To Land (NTL) status. Besides that, the travellers can bring a hard copy of their Traveller’s Card, pre-departure test result and vaccination certificate or register as a ‘dependent’ under someone who has MySejahtera who is travelling together.
3. How do I get my vaccination certificate to appear in MySejahtera?
Please refer to the guide on how to fill up MySejahtera.
4. Must every visitor use MySejahtera app?
Yes. All visitors to Malaysia must download, install and activate the MySejahtera application and fill in the pre-departure form in the MySejahtera app prior to their departure for Malaysia. The app would be used for the entire duration of their stay in Malaysia.
Children who are travelling with their parents/legal guardians can be registered as dependents of the parents/legal guardians in the MySejahtera app. Children 12 years old and above who have their own smartphone can also register for their own MySejahtera account.
VACCINATION REQUIREMENTS
1. What are the vaccination requirements for travel into Malaysia?
Travellers must have completed a full regimen of a COVID-19 vaccine recognised by the World Health Organization (WHO) or by a stringent regulatory authority in the country of origin and a booster dose for those aged 60 years and above. Those who have received two doses of Sinopharm or Sinovac, regardless of their age, should also receive their third dose to be qualified as fully vaccinated.
A full regimen of a COVID-19 vaccine means the traveller has received the required number of dose(s) to provide the full vaccine protection, inclusive of the time needed following the administration of the dose(s) to be protected against COVID- 19. Currently, this means 14 days after the second dose of a two (2) dose vaccine or 14 days after a one (1) dose vaccine. For booster dose, they are considered fully vaccinated immediately after they receive the vaccine.
2. Would Malaysia recognise vaccine other than what has been approved by its own regulators?
Malaysia will recognise travellers who have completed the full regimen of COVID- 19 vaccines approved under the World Health Organization’s Emergency Use Listing or approved by a stringent regulatory authority in the country of origin, including those who have received different vaccine brands for their respective doses.

4. What should I show as proof of vaccination while in Malaysia?
To enter premises in Malaysia that require proof of vaccination, show:
• Vaccination certificate in MySejahtera application; or
• Physical vaccination card from country of origin; or
• Physical proof of vaccination exemption for travellers who are medically unfit to be vaccinated
COVID-19 TESTS
1. Are travellers required to take any pre-departure COVID-19 tests?
Yes. Travellers must undergo a COVID-19 Real-Time Reverse Transcription Polymerase Chain Reaction (RT-PCR) test within 2 days before departure for Malaysia.
Children aged 6 years and below based on the calendar year (i.e. in the year 2022, those who are born in or after 2016), are exempted from Pre-Departure Testing.
If the pre-departure test is taken on 1 April 2022, it will be valid for departure up to 3 April 2021, 2359 hours.
For countries which have bilateral agreement with Malaysia, pre-departure COVID- 19 test may be exempted, and depending on route of travel (air, land, sea).
As of 1st April, the following countries have been exempted from the requirement for pre-departure COVID-19 test:
• Singapore – Travellers from Singapore by land do not need to take any test. Travellers from Singapore by air can take a professionally administered COVID-19 antigen rapid test.
Travellers who were detected positive between 6 – 60 days before arrival should take a professionally administered COVID-19 antigen rapid test.
2. Must I go to specific test centres to conduct my COVID-19 tests?
COVID-19 tests must be conducted at centres accredited by respective MOH at country of origin. Travellers are strongly encouraged to allocate sufficient lead time when scheduling a test appointment. For details related to the cost and administration of the test, travellers should enquire directly with the clinic.
Upon arrival in Malaysia, MySejahtera users can click the “Health Facilities” icon in the MySejahtera app main page for the list of health facilities.
3. What type of COVID-19 tests are accepted for travel to Malaysia?
All travellers must undergo a COVID-19 polymerase chain reaction (PCR) test.
Only PCR test that is taken at an internationally or nationally accredited or recognised laboratory, clinic, or medical facility recognised by the Ministry of Health of the country of origin is accepted.
Travellers who were detected positive between 6 – 60 days before arrival should take a professionally administered COVID-19 antigen rapid test.
For countries which have bilateral agreement with Malaysia, type of COVID-19 test may differ for different types of travel (air, land, sea).
As of 1st April, other COVID-19 tests from the following countries are accepted for entry into Malaysia:
• Singapore - Travellers from Singapore by air can take a professionally administered COVID-19 antigen rapid test within two (2) days of departure from Singapore. Travellers from Singapore by land do not need to take any test.
4. Do I need to book and make payment for on-arrival COVID-19 tests prior to departure?
Travellers are encouraged to book their on-arrival COVID-19 tests with the respective private health care facilities offering the tests prior to departure. Or they may do their booking after they arrive, as long as the test is done within 24 hours of arrival.
Travellers need not show proof of on-arrival COVID-19 test booking and payment.
5. Do I need to take another COVID-19 test upon arrival in Malaysia?
Yes. Travellers must undergo a professionally administered COVID-19 antigen rapid test within 24 hours of arrival in Malaysia.
Children aged 6 years and below based on the calendar year (i.e. in the year 2022, those who are born in or after 2016), are exempted from On Arrival Testing.
For countries which have bilateral agreement with Malaysia, on-arrival COVID-19 test may be exempted, and depending on route of travel (air, land, sea).
As of 1st April, the following countries have been exempted from the requirement for on-arrival COVID-19 test:
• Singapore
6. Do I need to take the on-arrival test at the point of disembarkation?
Travellers may choose to undergo on-arrival COVID-19 test at the point of disembarkation if the testing facility is available, or they may choose to do it outside the point of disembarkation nearby to their accommodation, as long as the test is done within 24 hours of arrival.
7. What happens if travellers do not undergo the on-arrival COVID-19 test or if they do it more than 24 hours of arrival?
After 24 hours, if travellers have not undergone their on-arrival COVID-19 test, they will receive a Digital Home Surveillance Order (HSO) from the Ministry of Health in MySejahtera. When travellers receive the HSO, they are legally bound under Regulation 12A.(1) of the Prevention and Control of Infectious Diseases (Measures Within Infected Local Areas)(National Recovery Plan) Regulations 2021. The HSO will only be revoked after the travellers gets tested and the result is negative.
8. Does a former COVID-19 patient (i.e. within the last 60 days) who has recently recovered still need to undergo pre-departure COVID-19 test?
Yes, a recently recovered COVID-19 patient needs to undergo a professionally administered COVID-19 antigen rapid test within 2 days before departure for Malaysia at an internationally accredited or recognised laboratory, clinic, or medical facility recognised by the Ministry of Health of the country of origin, and be tested negative.
In addition, this traveller needs to bring along an electronic or physical copy of their positive COVID-19 test and to provide a letter from the healthcare provider / public health officials that clearly states the date of COVID-19 diagnosis, the end of his / her isolation period.
9. Do children need to undergo pre-departure and on arrival COVID-19 tests?
Children aged 6 years old and below are exempted from the pre-departure and on arrival COVID-19 tests. Children 7 years old and above are required to undergo pre-departure and on-arrival COVID-19 tests.
10. What are the accepted proofs of COVID-19 testing/ Pre-Departure Test certificates?
Travellers who have taken a COVID-19 Polymerase Chain Reaction (PCR) Test or COVID-19 antigen rapid test should receive either a digital test result certificate or an endorsed hardcopy result certificate. You may then upload the test result into MySejahtera as proof that you have done the Pre-Departure Test and that it is negative.
Those who are unable to receive a digital certificate can request a hardcopy certificate from the clinic you visited instead.
11. Do I need to bring a physical copy of my COVID-19 test results when I travel?
Travellers should bring along an electronic or physical copy of their pre-departure COVID RT-PCR test result.
12. What if I failed my COVID-19 test prior to my departure?
You are only allowed to travel if your pre-departure COVID-19 test result is negative.
13. What if I fail my COVID-19 test upon arrival in Malaysia?
Travellers who are tested positive upon arrival in Malaysia, will be subjected to the existing protocol for positive cases outlined by the Ministry of Health of Malaysia. Digital Home Surveillance Order (HSO) issued by the Ministry of Health will appear in MySejahtera with the duration stated underneath.
As of 1st April 2022, travellers with no or mild symptoms can undergo isolation at home, in a hotel or any other accommodation of their choice with the premise owner’s permission. Travellers with moderate to severe symptoms are required to
be referred for admission to a private hospital or low risk quarantine and treatment centre. All costs incurred should be covered by their travel and health insurance or borne by the travellers.
If you are tested positive for COVID-19 upon arrival, please update your health status daily in the MySejahtera app under “Things to do”.
INSURANCE
1. Is insurance required for travel to Malaysia?
Yes. Travellers who are short-term visitors (including business and official travellers) must purchase mandatory travel insurance with a minimum coverage of USD20,000 for COVID-19-related medical treatment, hospitalisation and quarantine costs. Travellers to Malaysia must carry with them an electronic or physical copy of their insurance policy to facilitate their entry into Malaysia.
Fully vaccinated travellers from Singapore are exempted from this requirement.
2. What are the groups of people entering Malaysia who are exempted from purchasing travel insurance?
• Permanent Resident
• Spouse (husband or wife) of a Malaysian citizen and their children
• Long term (social) visit pass holder
• Expatriate/payroll officers/resident officer
• Foreign workers including foreign maids*
• Student pass holder*
• Malaysia My Second Home (MM2H) residents with the duration of stay in Malaysia more than three (3) months
*Subject to insurance requirements under foreign workers programme and student programme
As of 1st April, the following countries have been exempted from the requirement for travel insurance:
• Singapore - Fully vaccinated travellers from Singapore are exempted from this requirement. Travellers who are partially or not vaccinated will still have to purchase travel insurance.
3. Why is there a need for insurance for my travel?
This is to ensure that short-term visitors will be able to bear the full cost of medical treatment, tests, quarantine and isolation imposed on them for public health reasons, should they be suspected of being infected with COVID-19, or require medical treatment for COVID-19 while in Malaysia. Those who test positive for COVID-19 typically receive care in private hospitals.
4. What is the minimum coverage for COVID-19 travel insurance?
Visitors must purchase travel insurance for the entire duration of their stay in Malaysia, with a minimum coverage of USD20,000 for COVID-19-related medical treatment, hospitalisation and quarantine costs, prior to travelling to Malaysia. Should their COVID-19 treatment cost go beyond the coverage, visitors will have to pay for the excess cost.

6. Is there any specific insurance that I need to buy?
There is no specific insurance. However, the travel insurance must provide a minimum coverage of USD20,000 for COVID-19-related medical treatment, hospitalisation and quarantine costs.
7. What penalties will be imposed if travellers did not buy travel insurance prior to entering Malaysia?
Purchase of travel insurance is a condition for entry into Malaysia for short term visitors. Non-compliance with any of the conditions may result in refusal of entry into Malaysia.
ARRIVAL IN MALAYSIA
1. What documents do I need to prepare upon arrival in Malaysia?
At immigration, travellers must present to the immigration officer:
• A valid national passport or internationally recognised travel document
• A valid visa (for visa-required travellers);
• Boarding pass; and
• Traveller’s Card display in MySejahtera app
2. Do travellers need a return or onwards flight ticket to enter Malaysia?
Yes. All foreign travellers are required to have a confirm return ticket unless he/she is a Malaysian Permanent Resident, entry permit holder/the holder of long term pass issued by the Immigration Department of Malaysia.
3. Can transfer/transit passengers travel to Malaysia?
Yes
4. Do travellers need to show any proof of accommodation?
No
5. Do travellers need to apply for MyTravelPass (MTP) to travel to Malaysia?
No. Travellers do not need to apply for MTP.
6. Are there any other submission of health declaration, travel and accommodation details required by Malaysia upon arrival?
No. All the information is to be submitted in the MySejahtera app prior to departure to Malaysia.
TRANSIT IN MALAYSIA
1. Are there any testing requirements for travellers who transit in Malaysia before departing for another international destination?
No. Testing is not required by Malaysian authorities as long as the traveller does not leave the point of disembarkation. However, travellers should check with the authorities of the destination country if testing is required within a certain period of time before arrival to the destination country.
2. Are there testing requirements for travellers who transit in Peninsular Malaysia before travelling to East Malaysia (Sabah and Sarawak)?
Yes. Travellers should get a professional RTK-Antigen test done at the first international point of entry to Malaysia before travelling to East Malaysia (Sabah and Sarawak). If the test is positive, travellers are not allowed to continue their journey to Sabah/Sarawak and are required to undergo their isolation period at a hotel or accommodation of their choice in Peninsular Malaysia.
Travellers who are partially or not vaccinated also need to undergo their quarantine period at a hotel or accommodation of their choice in Peninsular Malaysia before travelling to Sabah/Sarawak.
