LATEST GUIDELINES ON ENTRY AND QUARANTINE PROCEDURES IN MALAYSIA EFFECTIVE 

18 OCTOBER 2021

 

Malaysian citizens and other eligible travellers to Malaysia are required to comply with the following entry and quarantine regulations effective from 18 October 2021:

 

Important Notes:

 

Malaysian Citizens :  Malaysian citizens are free to return home at any time subject to the rules and regulations imposed by the Government of Malaysia for returning citizens at the time of arrival.

 

Non-Malaysians: REQUIRED to obtain the relevant entry approvals from the Director General of Immigration of Malaysia (based on the relevant categories) through online portal at the following link: MyTravel Pass(MTP) or relevant Immigration Department of Malaysia approvals prior to their entry into Malaysia.

 

Entry to Sabah and SarawakAdditional travel restrictions will be applied for travel to Sabah and Sarawak which have local autonomy over immigration at domestic and international ports of entry.

Transit:  Foreign nationals may spend up to 24 hours in transit through the international terminals of Malaysian airports as long as they are not required to pass through immigration while in transit.  KLIA and KLIA2 are different terminals, and as such, travelers cannot transfer between these terminals without passing through immigration.

 

With effect from 18 October 2021, arriving passengers from abroad are required to comply with the current Standard Operating Procedures to curb the spread of the COVID-19 outbreak as follows:

 

  1. Travellers are required to undergo COVID-19 screening test (RT-PCR) within three (3) days prior to departure to Malaysia.
  1. Travellers who are fully vaccinated (14 days after 2nd dose/28 days for single dose vaccines) are required to undergo mandatory quarantine at designated quarantine centres for a period of seven (7) days upon arrival in Malaysia
  1. Travelers who are unvaccinated OR have not completed the vaccination are required to go for mandatory quarantine for ten (10) days upon arrival in Malaysia
  1. Fully vaccinated travellers (Malaysians and non-Malaysians) who has a residence in Malaysia are eligible to apply for home quarantine and fulfil the following vaccination requirements:
  • 14 days after the second dose of a 2-dose vaccine; or
  • 28 days after a single-dose vaccine.

Applications for home quarantine must be submitted online 7-10 days prior to the expected date of departure to Malaysia for consideration through Home Quarantine Application portal at https://hso.moh.gov.my/outbreak-portal-hqa/index

Approval for home quarantine is subject to the approval by the Ministry of Health of Malaysia and it is not given automatically.

Approval for home quarantine must be obtained before departure to Malaysia and must be presented upon arrival. Otherwise, charges for quarantine at the specified quarantine place must be paid before departure as mentioned in Paragraph 5.

  1. The costs for COVID-19 test, quarantine and any other related cost will be borne by the travellers.
  1. Travellers are advised to check with their respective airlines in advance on any other COVID-19 requirements set by the airlines to avoid complications at the airport.
  1. Travellers are required to make payment in advance prior to departure via MySafeTravel (https://safetravel.myeg.com.my) or MyQr by MyEGMobile App for quarantine charges and any COVID-19 screening test that will be taken upon arrival at the Malaysian international point of entry. Proof of payments must be presented to the officer on duty for COVID-19 screening test and quarantine at the Malaysian international point of entry.

Travellers who wish to opt for Premium Hotel package may refer to the list of "premium" hotel at : http://www.nadma.gov.my/ms/component/sppagebuilder?view=page&id=190

Please present the hotel booking upon arrival in Malaysia.

The online mode of payment is compulsory for non-Malaysians, and strongly recommended for Malaysians to ensure a smooth/speedy process during arrival.

  1. Travellers who are transiting at Kuala Lumpur International Airport (KLIA) before their journey to Sabah/Sarawak/Labuan or other States, they will be quarantined in Kuala Lumpur if the transit time is more than 24 hours.   1. Travellers are required to download, register, and activate MySejahtera online application 3 days before entering Malaysia. The application can be downloaded from the following link: https://mysejahtera.malaysia.gov.my.
  1.
