REGISTRATION OF BIRTH FOR MALAYSIAN MOTHER
Terms and Conditions:
- Father of child is non-Malaysian but mother is Malaysian.
- The registration is made within one (1) year from the date of birth.
- The child is born after the date of marriage and born in Finland / Estonia / Latvia.
- Parents and child must be present at the Consular Office.
Document Require:
- Passports of both parents
- Identity card(s) of parents
- Residence permits for non-EU citizens
- Birth certificate of Malaysian mother
- Malaysian marriage certificate
- Passport of the child (if available)
- Local birth certificate of the child (must be legalized by the Ministry of Foreign Affairs of Finland/Estonia/Latvia)
- Consent form (available at the Embassy)
- Three (3) photographs of the child

- Applicable for child’s father or both parents are Malaysian citizens
- The Registration is made within one (1) year from the date of birth.
- The child born after the date of marriage and born in Finland/Estonia/Latvia.

- Passports of both parents;
- Identity Card(s) of parents;
- Father's Malaysian Birth Certificate;
- Residence Permits for non-EU citizen;
- Malaysian Marriage certificate or ‘Sijil Nikah’;
- Local Birth Certificate of the child (extract of Birth Certificate from DVV) and legalized by Ministry of Foreign Affairs;
- Three (3) photographs of the child;
- Registration fee (Please bring the exact amount in cash only)

- New passport application for child (EUR 25.00)
- Passport postage Helsinki – London (EUR 25.00), London – Helsinki pay online by applicant

REGISTRATION OF MARRIAGE (CIVIL MARRIAGE)
A non-Muslim Malaysian citizen who has contracted a marriage in the Finland MUST register the marriage with this office within six (6) months from the date of marriage. This is a legal requirement under the Law Reform (Marriage and Divorce) Act 1976 of Malaysia and it is an offence if you fail to do so within the prescribed time. A penalty charge will be imposed for late registration on how late the registration takes place.
The procedure requires both husband and wife to appear personally at this office and bring along following (Original + 2 copies)
- Form JPN KC06 (can be filled in during your visit);
- Two (2) recent colour photographs (each), size 3.5 x 5.0 cm;
- Marriage Certificate in English, legalized by the Ministry of Foreign Affairs;
- Passports of both applicant and spouse;
- Malaysian IC and ID of both spouses;
- Birth certificate (for non-Malaysian spouse);
- A copy of the wedding photograph;
- Residence permits of both spouses (for non-EU residents);

- Marriage re-registration (EUR 5.00)
- Legalization of Marriage Certificate (EUR 5.00)
Late Registration Penalty:
- Within the first year: RM100.00
- For each subsequent year: RM50.00
(Payable in local currency equivalent upon approval. We will advise you of the monthly exchange rate.)
To make the process smoother, we kindly ask that you email us scanned copies of Marriage Certificate and passports in advance.

MARRIAGE REGISTRATION (MUSLIM MARRIAGE)
Malaysian Muslim citizens who intend to solemnise their marriage in Finland/Estonia/Latvia are required to comply with the following procedures:
- Application for Permission to Marry in Malaysia
The applicant must first obtain permission to marry (Permohonan Kebenaran Berkahwin) from the Religious Office in the Malaysia state where he or she is registered. - Solemnisation and Registration in Finland
Upon approval, the marriage may be solemnised and registered at a mosque or recognised Islamic organisation in Finland/Estonia/Latvia, in accordance with local regulations. - Re-Registration of Marriage
After the solemnisation, the marriage must be re-registered with authority in Finland/Estonia/Latvia, as well as with the Religious Office in the Malaysian state of registration.
Applicants are advised to ensure that all documentation requirements are fulfilled prior to making any arrangements.
