Before being appointed as Malaysia's Ambassador to the Republic of Finland, Mr. Samuel was the Undersecretary of the Human Rights and Humanities Division at the Ministry of Foreign Affairs, Malaysia. He assumed the post of Undersecretary upon completing his tour of duty at the Embassy of Malaysia in Beijing where he served as the Deputy Head of Mission from August 2014 to August 2017.


Mr. Samuel was also the Consul General of Malaysia in Frankfurt, a post he held for three and a half years.  Prior to that, he was the Deputy Director - General of the Southeast Asia Regional Centre for Counter Terrorism (SEARCCT), Ministry of Foreign Ministry from 2008 – 2011.


From mid 2006 to 2008, Mr. Samuel was on sabbatical leave to pursue his post graduate studies at the National University of Malaysia.


Mr. Samuel has also served as Second Secretary (Political) at the Malaysian Embassy in Moscow, Russia and as the Principal Assistant Secretary at the Information and Public Diplomacy Department of the Foreign Ministry.


To date, he has served at the Ministry of Foreign Affairs of Malaysia for 23 years with his first internal posting at the Ministry being the desk officer for the Africa and South Sahara Desk.


He holds a bachelor’s degree in Law (L.LB), from the University of London and a Master in Diplomacy and Strategic Studies from the National University of Malaysia.


Mr. Samuel is married to Karen George Abraham and is blessed with three children.
