STATEMENT BY

H.E. DATO’ SERI RAMLAN IBRAHIM

SECRETARY-GENERAL OF THE MINISTRY OF FOREIGN AFFAIRS OF MALAYSIA

AT THE PLENARY SESSION OF THE

45TH SESSION OF THE OIC COUNCIL OF FOREIGN MINISTERS

DHAKA, 5 MAY 2018

“ISLAMIC VALUES FOR SUSTAINABLE PEACE, SOLIDARITY AND DEVELOPMENT”

His Excellency, Abul Hassan Mahmood Ali

Minister of Foreign Affairs of the Republic of Bangladesh

His Excellency Dr. Yousef Ahmed Al-Othaimeen,

Secretary-General of the OIC,

Excellencies, Ladies and Gentlemen,

Assalamu’alaikum warahmatullahi wabarakatuh.

I join other delegates in congratulating the Government of the Republic of Bangladesh for assuming the Chairmanship of the 45th Session of the OIC Council of Foreign Ministers.

Excellencies,

1.         The theme ‘Islamic Values for Sustainable Peace, Solidarity and Development’ chosen is apt to remind ourselves and to reinforce in us the importance of Islamic values to the Ummah today.

2.         Our Islamic tenets provide equal political and cultural rights to Muslims and non-Muslims alike to live side by side in peace and harmony.  We must continuously uphold and propagate these tenets that define our core values.

Excellencies,

3.         Looking at the Muslim world today, it pains us that our world is riddled with prolonged conflicts, grave humanitarian crisis and the threat of terrorism that have affected innocent lives  while risking global security.  It has decidedly tarnished our image. We must restore our dignity and the dignity of our Ummah.

4.         We, OIC Member States, must ensure that conflicts among Muslim countries must be resolved peacefully. We must recognise that the suffering of our brothers and sisters in Middle East, Africa and Asia should not be ignored and must come to a quick end and their anguish and suffering not to be prolonged.  We must not be a bystander until we end the bloodshed within the Ummah.

5.         Malaysia believes that the OIC can play a role in mediating conflicts with the idea of conciliation among conflicting parties to find peace and security.  We must be clear eyed on what is good for the Ummah and in doing so, close ranks and be united.

Excellencies,

6.         Let us not allow our detractors to perpetuate a narrative that is against the tenets of our religion.  Malaysia continues to pursue and propagate the principles of moderation.  Let us stop Islamophobia through both our deeds and actions.  The world expects us to act. Let us rise to this expectation.

Excellencies,

7.         Malaysia condemns in the strongest terms the unabated killings of Palestinians by Israeli soldiers in Gaza. The killings further demonstrate Israel, the Occupying Power’s penchant for use of force with impunity.  It is increasingly becoming the “new normal” that the world must not only reject but reject vehemently.

8.         We urge the international community not to haplessly watch unashamedly, nor should we allow this to taunt the will of the international community.

9.         Malaysia reiterates that we will continue to work in supporting the Palestinian cause in seeking for an independent State of Palestine, with Al-Quds Al-Sharif as its capital.

Excellencies,

10.       Malaysia has always consistently stood for justice and inclusivity regardless of race and religion and we are together with Bangladesh and the Rohingyas on this. The international community must assist Bangladesh in alleviating the plight of the Rohingya refugees.  It is the very reason why we are gathered here and especially when we have listened to harrowing accounts of their plight in Cox”s Bazar last Friday. In their desperation, they are becoming prey to human traffickers. Many are forced to take to the seas, risking their life and their loved ones. We must stop this.

11.       We cannot remain passive but to rally behind the cause for justice and the restoration of the dignity of the forcibly displaced Rohingyas to allow for unhindered rights to return and for normalcy to live peacefully and prosper in their ancestral lands.

12.       Meanwhile the OIC must lighten the burden of the Government of Bangladesh by providing humanitarian assistance to the Rohingyas.  Their plight must remain high in the international agenda, until we see a swift return to their ancestral homeland, able to live and prosper in a safe and secure environment with their rights respected and protected.

Excellencies,

13.       Let me conclude by assuring you of Malaysia’s steadfast commitment and support for our desire to defend, promote and uplift the wellbeing of the Ummah.

Thank you.
