PRIME MINISTER OF MALAYSIA TO NEGARA BRUNEI DARUSSALAM

4 – 5 APRIL 2021

 

The Right Honourable Tan Sri Muhyiddin Yassin will undertake an official visit to Bandar Seri Begawan from 4th to 5th April 2021 in conjunction with the 23rd Malaysia-Brunei Darussalam Annual Leaders’ Consultation. The official visit is also to honour the invitation extended by His Majesty Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah to the Right Honourable Prime Minister.

 

This is the Right Honourable Prime Minister’s first meeting with His Majesty Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, under the Annual Leaders’ Consultation framework.

 

During the visit, The Right Honourable Prime Minister of Malaysia will hold a meeting with His Majesty Sultan Haji Hassanal Bolkiah. The meeting will be followed by an Official Luncheon hosted by His Majesty the Sultan.

 

A.  MALAYSIA-BRUNEI 23rd ANNUAL LEADERS’ CONSULTATION

 

The Annual Leaders’ Consultation is the highest platform for discussion on a wide range of bilateral, regional and global issues of common interest to both countries. Both Leaders will take the opportunity of this important annual meeting to take stock of the progress of the on-going special relations, cooperation and further enhance the post COVID-19 cooperation that will benefit the peoples of both countries. This, among others, would include discussions on the establishment of the Reciprocal Green Lane Arrangement (RGL), initiating cooperation on vaccine diplomacy between both countries and promotion of closer economic cooperation.

 

A Joint Statement will be issued after the meeting. During the Consultation, both Leaders will also be witnessing the signing of a Memorandum of Understanding (MoU) on Natural Disaster Management as well as the formalisation of the Unitisation Agreement between PETRONAS and Brunei’s National Unitisation Secretariat (BNUS) in the oil and gas sector. The 22 Annual Leaders’ Consultation was held in Putrajaya on 5 March 2019.

 

B.  OFFICIAL VISIT WILL BE UNDERTAKEN WITH A SMALL DELEGATION AND STRICT ADHERENCE TO COVID-19 PREVENTATIVE STANDARD OPERATING PROCEDURES (SOP)

 

Given the ongoing COVID-19 pandemic in Malaysia and Brunei Darussalam, The Right Honourable Prime Minister has instructed for the duration of the official visit to be less than 24 hours.

 

To minimize the risks of COVID-19, The Right Honourable Prime Minister will be accompanied by his wife, YABhg. Puan Sri Noorainee Abdul Rahman and a small delegation comprising the Honourable Dato' Seri Hishammuddin Tun Hussein, Minister of Foreign Affairs and senior government officials.

 

The official visit will also be subjected to strict COVID-19 preventative SOP as agreed upon by the Ministry of Health of Malaysia, National Security Council of Malaysia and the Ministry of Health of Brunei Darussalam. The SOP includes:

 

i. The Malaysian delegation is required to take a swab test before departing to Brunei Darussalam. Only individuals with negative test results within 72 hours are allowed to be part of the official visit;

 

ii. The delegation will be flying with a special aircraft in order to create a travel bubble to Brunei Darussalam;

 

iii. The Malaysian delegation is required to take another swab test upon arrival at the airport in Bandar Seri Begawan. Only individuals with negative test results which are verified by the relevant Bruneian authorities will be taken directly to their accommodation;

 

iv. The Malaysian delegation is prohibited from moving anywhere on their own except to designated areas of the official visit;

 

v. The Malaysian delegation will remain confined to their accommodation and designated areas of the official visit;

 

vi. Brunei Darussalam is a green zone country whereby it has been reported that for over 250 days, Brunei Darussalam has recorded zero cases of local transmission of COVID-19; and

 

vii. The Government of Brunei has given their assurance that the official visit will be held under very strict COVID-19 preventative SOP.
