BACKGROUND AND CORE FUNCTIONS
In 2013, the Government of Malaysia decided to have all government agencies establish and operate a specialized unit to manage integrity issues. The Ministry’s Integrity Unit was formed in line with this decision. The Unit’s core functions as provided under Service Circular No. 6 of 2013 are to –
a)
Ensure the Ministry observes and practise principles of good governance at all times;
b)
Inculcate and develop a culture of integrity among the Ministry’s officers and staff;
c)
Investigate and verify complaints concerning unlawful act, misconduct and unethical behaviour by the Ministry’s officers and staff; and to report unlawful act to the proper law enforcement agency;
d)
Receive and take action on complaints or information concerning unlawful act, misconduct and unethical behaviour by the Ministry’s officers and staff;
e)
Ensure the Ministry’s compliance with applicable laws and regulations; and
f)
Act as secretariat for the Ministry’s Disciplinary Board.
INTEGRITY COMPLAINTS
Members of the public, as well as Ministry’s officers and staff can report cases of integrity violation, misconduct, unlawful act and unethical behaviour.
Complaints and reports received by Integrity Unit will be categorized into the following –
a)
Misconduct
– Any act which violates the code of conduct under Public Officers (Conduct and Discipline) Regulations 1993 and/or other regulations in force; and
b)
Corruption
– Any offence of requesting, offering or accepting bribe; making false financial claims; abuse of power for personal gratification as provided under Section 16, 17, 18 and 23 of the Malaysian Anti-Corruption Commission Act 2009; and other offences under the Act.
