AND REGIONAL DEVELOPMENT TO THE PEOPLE’S REPUBLIC OF CHINA

Deputy Prime Minister and Minister of Rural and Regional Development Dato’ Seri Dr. Ahmad Zahid Hamidi will undertake a working visit to the People’s Republic of China from 4 to 7 November 2025. He will be accompanied by senior officials of the relevant ministries and agencies, as well as representatives from small and medium enterprises in Malaysia.

This marks his first visit to China in 2025 and underscores Malaysia’s continuous commitment to strengthening ties and fostering cooperation in various sectors for the mutual benefit of both countries, since the elevation of bilateral relations to a Comprehensive Strategic Partnership in 2013.

During the visit, the Deputy Prime Minister will officiate MIHAS Shanghai 2025 and meet with key stakeholders in China's halal sector to boost Malaysia’s position as a global halal leader and open doors to new markets worldwide. In 2024, China ranked second as Malaysia's Halal export destination with total exports valued at RM7.04 billion. The delegation is also scheduled to engage in high-level discussions on strengthening bilateral cooperation, with particular emphasis on key sectors such as the halal industry and Technical and Vocational Education and Training (TVET).

As part of his visit, the Deputy Prime Minister is scheduled to attend the opening ceremony of the 8 th China International Import Expo (CIIE) and officiate the Associated Chinese Chambers of Commerce and Industry of Malaysia (ACCCIM) Pavilion. The Deputy Prime Minister will also witness the signing of a number of Memoranda of Understanding (MoU) between Malaysian and Chinese companies in the field of the halal industry, trade and investment.

Malaysia and China established diplomatic relations on 31 May 1974. For sixteen years, since 2009, China has remained Malaysia’s largest trading partner. Total trade between the two countries is valued at RM484.12 billion in 2024, representing 16.8 per cent of Malaysia’s total global trade (RM2.879 trillion).

VIOLENCE AND ATROCITIES IN THE SUDAN

 

Malaysia expresses serious concern over the escalating security and humanitarian crisis in the Sudan, particularly the intensification of conflict in the Darfur region.

Reports of atrocities, mass killings and large-scale displacement across the country are deeply alarming. The violence against civilians constitutes a clear breach of international law, including international humanitarian and human rights law.

Malaysia calls on all parties to the conflict to exercise maximum restraint and fully comply with their obligations to protect civilian lives and infrastructure. To alleviate the humanitarian suffering, all parties must also guarantee safe and unimpeded delivery of humanitarian assistance, including establishment of humanitarian corridors into all affected areas.

Malaysia stands in solidarity with the people of the Sudan, and remains committed to supporting efforts aimed at restoring peace, stability, and security in the country.

ON THE CURRENT SITUATION IN SUDAN

 

Malaysia, along with the rest of the world, is watching in horror as the Rapid Support Forces (RSF) continue to inflict a massacre, and one of the world’s largest displacement and hunger crises, in Sudan. The sheer scale of brutality on display is deplorable, and, as shown by satellite images of blood covering the city of El Fasher, a literal bloodstain on all of humanity. It is absolutely unconscionable.

These senseless acts of extreme violence must end now. Malaysia joins our fellow members of the international community in demanding an immediate ceasefire, and for the RSF to open humanitarian corridors so that aid and supplies may be delivered to the people of El Fasher and all affected areas of the Darfur region.

The world cannot allow the continued revival of the genocide of Darfur. We must not allow the darkest chapters of history to repeat.

Prime Minister Dato’ Seri Anwar Ibrahim will undertake a working visit to Gyeongju, Republic of Korea, to lead Malaysia’s delegation to the Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting (AELM) on 31 October and 1 November 2025.

The Prime Minister will be accompanied by Minister of Foreign Affairs Dato’ Seri Utama Haji Mohamad Haji Hasan; Minister of Investment, Trade and Industry Senator Tengku Datuk Seri Utama Zafrul Tengku Abdul Aziz; Member of Parliament for Gopeng Tan Kar Hing; Member of Parliament for Tenggara Haji Manndzri bin Haji Nasib; and senior Government officials.

Throughout the APEC Economic Leaders’ Week (AELW), discussions will revolve around the theme of “Building a Sustainable Tomorrow” and focus on the key priorities of “Connect, Innovate, and Prosper”. This year’s distinguished gathering marks 20 years since the last time the Republic of Korea hosted the AELM in 2005 in Busan.

President of the Republic of Korea Lee Jae Myung will chair the AELM and lead discussions on promoting trade and investment amidst rising global uncertainties; fostering public-private collaboration for economic prosperity; and leveraging emerging trends as new drivers of growth. The Prime Minister will deliver Malaysia’s interventions during the APEC Economic Leaders’ Dialogue with Guests on 31 October and APEC Economic Leaders’ Retreat on 1 November 2025, highlighting national policies and achievements, and championing the shared priorities of the Global South.

The Prime Minister’s other scheduled engagements during the AELW include a dialogue with the APEC Business Advisory Council (ABAC) on 31 October 2025 and bilateral meetings with his counterparts from APEC Economies. The Prime Minister will also engage with key Korean companies, to explore business, trade, and investment prospects.

As a founding member of APEC, Malaysia’s active participation in the APEC Economic Leaders’ Meeting reaffirms its steadfast commitment to advancing regional economic cooperation, shared prosperity, and inclusive development. Throughout engagements with APEC Economic Leaders, as well as at the various multilateral and bilateral platforms, the Prime Minister will underscore Malaysia’s key priorities under the MADANI Economy Framework, emphasising inclusivity, sustainable development, and strengthened cooperation for the benefit of all.

Prime Minister Anwar, Your Majesty, Your Excellencies, Ministers, and Honourable senior representatives of ASEAN Member States and the ASEAN Secretariat: Good afternoon.

I am delighted to join you for the ASEAN-New Zealand Commemorative Summit which, due to COVID, is our first in-person Leader-level meeting in 10 years.

Today we come together to reflect on the legacy of 50 years of partnership and set the future direction of our relationship.

2025 is a big year of anniversaries for New Zealand and ASEAN. Aside from our Golden Anniversary we also recognise the 20th anniversary of New Zealand’s accession to the Treaty of Amity and Cooperation. A milestone, which at that time, marked 30 years of ASEAN-New Zealand relations.

This Summit is the first time we meet with Timor-Leste as a full member of ASEAN. New Zealand has long supported Timor-Leste’s aspirations and we congratulate Timor-Leste on its formal welcome into the ASEAN family.

New Zealand understands that our prosperity, security and future growth is closely intertwined with that of ASEAN Member States. We share a region, and we all share a role in shaping its future.

Over 50 years, from modest beginnings, we have charted a shared story of growth and development. We now have two comprehensive regional Free Trade Agreements, in RCEP and AANZFTA, two-way trade of $29.3 billion every year, and we are signing a new Regional Air Services Agreement today. We trade in three days now what we did in all of 1975.

The ASEAN-New Zealand relationship touches all domains. From education to agriculture, renewable energy to the digital economy, together our cooperation makes each other more prosperous and more secure in a challenging world.

We base our relations on peace, partnership and respect. New Zealand values ASEAN’s convening power – bringing together diverse states’ voices on issues that impact us all. Dialogue is essential for enhancing understanding and bridging differences.

Under our Comprehensive Strategic Partnership we will meet formally, as leaders, more often – every two years. Our biennial Leaders Summits will enable the exchange of ideas that can drive change and development for us all.

Today, in a world troubled by volatility and in a region where old certainties are no longer guaranteed, ASEAN and New Zealand still hold strong in our belief in the same things: the importance of words rather than weapons; a rules-based order where size does not determine rights; a world where trade stays open and an Indo-Pacific region in which ASEAN helps anchor a stable and prosperous regional architecture based in international law.

ASEAN and New Zealand, together, have agency to shape our regional and global order. We will continue to work together closely to do so, and I am excited about the future direction of our relationship. Thank you, Prime Minister Anwar.
