SIGNING OF THE RIYADH AGREEMENT
Malaysia joins the international community in welcoming the signing of the Riyadh Agreement between the Government of Yemen and the Southern Transitional Council on 5 November 2019. The signing of the Riyadh Agreement is an important and constructive development towards a comprehensive solution for Yemen.
Malaysia reiterates its full support for the efforts to find an amicable solution for the conflict in Yemen through dialogue and diplomacy.

MALAYSIA STRONGLY CONDEMNS THE ISRAELI ATTACKS ON THE GAZA STRIP
Malaysia strongly condemns the continuous attacks by Israel against the Gaza Strip which have resulted in the deaths of Palestinian civilians, including children. The attacks by the Israeli Defence Force (IDF) have been excessive and disproportionate, in total disregard of all international laws.
Malaysia reiterates its strong opposition to Israel’s continued blockade against Gaza which constitutes a collective punishment and cause tremendous human suffering and hardship to the people of Gaza and humanitarian relief organizations in the Strip and other parts of the Palestinian Territory occupied by Israel.
Malaysia call upon the international community to undertake serious efforts towards ending the illegal Israeli occupation, and establishing an independent State of Palestine.
Malaysia also urges all parties to exercise restraint and respect the ceasefire agreement to further avoid loss of civilian lives.

TRAVEL NOTICE FOR
HONG KONG SPECIAL ADMINISTRATIVE REGION (SAR)
The Ministry of Foreign Affairs of Malaysia advises Malaysians in Hong Kong Special Administrative Region (SAR) that some districts in Hong Kong SAR may be affected by the ongoing demonstrations and protests. Disruptions to movement and public transportation could take place without notice. Therefore, at this point of time, Malaysian travellers are advised to defer non-essential travel to the affected areas.
Malaysians in Hong Kong SAR meanwhile are advised to avoid any demonstrations areas and take all necessary precautions to ensure personal safety. Malaysians are advised to remain vigilant, be aware of surroundings and continue to monitor the latest developments via local news or announcements issued by the local authorities.
Malaysians in Hong Kong SAR are strongly advised to register with the Consulate General of Malaysia in Hong Kong SAR via email.

The Institute of Diplomacy and Foreign Relations (IDFR), Ministry of Foreign Affairs Malaysia will be hosting a Closing and Certificate Presentation Ceremony for the participants of MTCP: Cultural Diplomacy Course 2019 and Cultural Diplomacy Lecture Series 2/2019 with the title “Cultural Diplomacy: Fostering Friendly Relations Through Food” on 8 November 2019.
IDFR with fundings from the Malaysia Technical Cooperation Programme (MTCP) organised the Cultural Diplomacy Course from 29 October to 8 November 2019. The objectives of the course are:
Fifteen participants from Argentina, Azerbaijan, Cambodia, Cuba, Lao PDR, Palestine, Tajikistan, Timor-Leste and Zimbabwe participated in the course. This course is an important platform for the participants to explore, network and exchange views and explore practical approaches and experiences in promoting integration through cultural diplomacy.
Together with the MTCP Closing and Certificate Presentation Ceremony, the Centre for Languages and Cultural Diplomacy, IDFR will be having its 8th Cultural Diplomacy Lecture Series. IDFR is honoured to have Dato’ Chef Ismail Ahmad, a renowned Malaysian Celebrity Chef, Director of Food Parcel to share his thoughts on Food and Diplomacy.
Senior officials from the Ministry of Foreign Affairs and other government agencies, academia, representatives of think tanks, former members of the diplomatic corps and officials from the Non-Governmental Organization (NGO) are expected to attend the event.

TO UNITED ARAB EMIRATES TO ATTEND
THE 19TH INDIAN OCEAN RIM ASSOCIATION (IORA) COUNCIL OF MINISTERS’ MEETING,
ABU DHABI, 7 NOVEMBER 2019
YB Senator Datuk Wira Marzuki Hj. Yahya, Deputy Minister of Foreign Affairs of Malaysia will lead the Malaysian delegation to the 19th Indian Ocean Rim Association (IORA) Council of Ministers’ Meeting which will be held in Abu Dhabi, the United Arab Emirates on 7 November 2019. He will be accompanied by officials from the Ministry of Foreign Affairs.
“Promoting a Shared Destiny and Path to Prosperity in the Indian Ocean” will be the theme for this year IORA meeting and the meeting is expected to deliberate on regional issues of mutual concern. The meeting will also explore possible measures to create a safe and prosperous Indian Ocean region while deliberate on ways to strengthen the existing cooperation between IORA Member States and Dialogue Partners, based on the IORA Cooperation Framework.
The 19th IORA Council of Ministers’ Meeting is expected to adopt the Abu Dhabi Communique as the outcome document. The Abu Dhabi Communique will highlight, among others, supports for the efforts to promote sustainable growth and balanced development, as well as emphasising the importance of safeguarding maritime security in the Indian Ocean region.
