MALAYSIA’S NATIONAL STATEMENT AT THE GENERAL DEBATE OF THE 76TH SESSION OF THE UNITED NATIONS GENERAL ASSEMBLY NEW YORK, UNITED STATES OF AMERICA 25 SEPTEMBER 2021

 

Prime Minister YAB Dato’ Sri Ismail Sabri Yaakob will deliver Malaysia’s national statement at the General Debate of the 76th Session of the United Nations General Assembly (UNGA) in New York on 25 September 2021, via a pre-recorded video.

The theme of this year’s General Debate, “Building resilience through hope – to recover from COVID-19, rebuild sustainably, respond to the needs of the planet, respect the rights of people, and revitalise the United Nations”, underscores the need for greater urgency and ambition to end the pandemic and ensure an equitable and green recovery and accelerated implementation of the Sustainable Development Goals.

During the General Debate, Dato’ Sri Ismail Sabri will highlight the theme “the World is a Family”, and how “Keluarga Malaysia” will work together with the “world family” to manage, overcome and recover from the COVID-19 pandemic.

Dato’ Sri Ismail Sabri will also reaffirm, among others, Malaysia’s long-standing positions on Palestine, Reform of the United Nations, Sustainable Development Goals (SDG) and the Global Ceasefire. The Prime Minister will also look to health diplomacy and peaceful coexistence to address the deep-rooted challenges of inequality, political instability and global governance.

The High-Level Week of the 76th UNGA will feature two mandated high-level meetings, in which Malaysia will be represented by Dato’ Sri Ismail Sabri and Foreign Minister, Dato’ Saifuddin Abdullah.

Dato’ Sri Ismail Sabri addressed the UN Food Systems Summit on 23 September 2021 via a pre-recorded video. Meanwhile Dato’ Saifuddin Abdullah will represent Malaysia and deliver its statement at the High-Level Meeting to Commemorate and Promote the International Day for the Total Elimination of Nuclear Weapons on 28 September 2021 via a pre-recoded video.

As the United Nations work to end the pandemic everywhere and reboot the global economy, Malaysia will continue to work hand-in-hand with the UN and its Member States to successfully overcome the COVID-19 pandemic.

As a family of nations, Malaysia also calls on all UN Member States to improve our resolve to strengthen international cooperation and multilateralism towards a peaceful, prosperous and sustainable world where the global community of nations live in peaceful coexistence.

ANNOUNCEMENT BY AUSTRALIA, UNITED KINGDOM AND THE UNITED STATES ON ENHANCED TRILATERAL SECURITY PARTNERSHIP – AUKUS

 

I fully support the statement made by YAB Prime Minister with regard to the newly created AUKUS pact. Malaysia is steadfast in its position on maintaining international peace and security in the Indo-Pacific region, including issues related to nuclear disarmament, nuclear non-proliferation and the peaceful uses of nuclear technology. Malaysia's stand on the issue had been discussed and agreed upon in the Cabinet meeting last Friday.

I share YAB Prime Minister’s concerns that the establishment of AUKUS could lead to the escalation of arms race in the region. It could also potentially spark tension among the world superpowers, and aggravate aggression between them in the region, particularly in the South China Sea. Hence, I call for all concerned parties within this region and beyond to strengthen further active cooperation in promoting and sustaining the region as a region of peace, stability, as well as of growth and prosperity as espoused in the ASEAN Outlook on Indo-Pacific.

I also reaffirm YAB Prime Minister’s assertion for all concerned parties to respect and comply with existing Malaysia’s national regime under the 1982 United Nations Convention on the Law of the Sea (UNCLOS), ASEAN’s Southeast Asia Nuclear Weapons Free Zone (SEANWFZ) Treaty and Zone of Peace, Freedom and Neutrality Treaty (ZOPFAN).

Recently I also had a telephone conversation with my Australian counterpart, the Hon. Senator Marise Payne. She briefed me on AUKUS as well, and I have agreed to the proposal by the Hon. Marise Payne to send officials to Malaysia to provide us with further clarification and understanding on this matter.

KDYMM Seri Paduka Baginda Yang di-Pertuan Agong Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah Ibni Almarhum Sultan Haji Ahmad Shah Al-Musta’in Billah dan KDYMM Seri Paduka Baginda Raja Permaisuri Agong Tunku Hajah Azizah Aminah Maimunah Iskandariah Binti Almarhum Al-Mutawakkil Alallah Sultan Iskandar Al-Haj berkenan mengadakan Lawatan Khas ke United Kingdom bermula 17 hingga 27 September 2021.

Seri Paduka Baginda berdua telah berkenan untuk mengadakan lawatan ke Battersea Power Station, sebuah projek ikonik Malaysia di London, yang merupakan usaha sama antara Sime Darby Property, SP Setia Berhad, Kumpulan Wang Simpanan Pekerja (KWSP) dan Permodalan Nasional Berhad (PNB).

Seri Paduka Baginda berdua juga telah berkenan untuk melawat Suruhanjaya Tinggi Malaysia di London pada 24 September 2021 bagi sesi pertemuan dengan rakyat Malaysia di United Kingdom yang terdiri dari golongan usahawan, ahli akademik, pelajar serta ketua komuniti.

Pada 25 September 2021, Seri Paduka Baginda berdua dijadualkan berangkat melawat Tun Abdul Razak Research Centre (TARRC), sebuah syarikat milik penuh Lembaga Getah Malaysia dan salah sebuah institusi penyelidikan dan pembangunan (R&D) getah terkemuka dunia.

Seri Paduka Baginda Yang di-Pertuan Agong juga berkenan menerima kunjungan Sir General Nicholas Carter, Ketua Staf Pertahanan United Kingdom, yang akan menyentuh hubungan kerjasama pertahanan Malaysia dan United Kingdom.

Pada keseluruhannya, Lawatan Khas ini melambangkan kepentingan hubungan erat di antara Malaysia dan United Kingdom dimanifestasikan di peringkat pemerintahan tertinggi negara. Selain itu, lawatan ini turut menzahirkan keprihatinan Seri Paduka Baginda berdua terhadap kesejahteraan rakyat Malaysia serta prestasi pelaburan dan kepentingan Negara di United Kingdom agar sentiasa berada dalam keadaan yang baik terutamanya semasa pandemik yang mencabar ini.

21ST COMMONWEALTH FOREIGN AFFAIRS MINISTERS MEETING ON 16 SEPTEMBER 2021

 

YB Minister of Foreign Affairs, Dato’ Saifuddin Abdullah called for Commonwealth countries to cooperate in global COVID-19 recovery through the strengthening of health diplomacy. He emphasized the importance of equal access and distribution of vaccines at an affordable price to all citizens in the Commonwealth, and that this is implemented in accordance to the principles of transparency and good governance.

YB Dato’ Saifuddin participated virtually in the 21st Commonwealth Foreign Affairs Ministers Meeting (CFAMM) on 16 September 2021.

At the Meeting, YB Foreign Minister also underscored the need for the public and private sectors to continue utilizing digital technologies as had been done during lockdowns. In order for the Commonwealth to build back better, the Minister proposed for collective action by the Commonwealth to address the digital divide between develop and developing countries.

YB Foreign Minister also recalled the Commonwealth Langkawi Declaration on Environment, which was issued by Leaders in 1989, to protect the environment and address the adverse impact of climate change. He urged the Commonwealth to continue to be a strong advocate on climate change in the lead up to the 26th Conference of Parties to the United Nations Framework Convention on Climate Change (COP26).

The Foreign Ministers’ Meeting was chaired by The Right Honourable Elizabeth Truss, Minister for Women and Equalities and Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom (UK). The UK is the current Chair-in-Office for the Commonwealth. 

The CFAMM is held annually to discuss matters of collective interest to the Commonwealth such as the implementation of Commonwealth Heads of Government Meeting (CHOGM) mandates, current global issues affecting the Commonwealth, briefing on territorial disputes as well as on the work of the Commonwealth Secretariat.

HANDING OVER OF COVID-19 HUMANITARIAN CONTRIBUTION FROM THE GOVERNMENT OF MALAYSIA TO THE REPUBLIC OF INDONESIA

The Minister of Foreign Affairs of Malaysia, Honourable Dato’ Saifuddin Abdullah handed COVID-19 related medical equipment and supplies from the Government of Malaysia to the Republic of Indonesia on 15 September 2021 at Subang Air Base, Selangor. This initiative is a testament to the strong and excellent relations between the two countries. Various Malaysian Ministries and Agencies have closely cooperated in this effort.

As immediate neighbours, Malaysia and Indonesia continue to collaborate closely in our common fight against the COVID-19 pandemic.

Malaysia’s contribution comprises ISO tank containers and liquid oxygen, oxygen concentrators, therapeutic medicines and disposable medical items. His Excellency Hermono, the Ambassador of the Republic of Indonesia to Malaysia received it on behalf of the Government of Indonesia. The main consignment was delivered via the Royal Malaysian Air Force (RMAF) aircraft with the rest to be delivered in stages.

Malaysia will continue to work closely with fellow ASEAN Member States and international partners in mitigating the impacts of the COVID-19 pandemic towards full recovery.
