ASEAN Chair’s Statement

on the Outcomes of the Third General Border Committee (GBC)

Between Cambodia and Thailand on 27 December 2025

 

1.   ASEAN welcomes the Joint Statement of the Third Special General Border Committee (GBC) between the Kingdom of Cambodia and the Kingdom of Thailand, which was held at Prum (Pailin Province of Cambodia) - Ban Pak Kard (Chanthaburi Province of Thailand) International Point of Entry on 27 December 2025.

2.   We welcome the agreement on the two sets of measures namely, the deescalation measures, and the mechanisms for the implementation and verification of de-escalation, as set out in the Joint Statement of the Third GBC.

3.   We further welcome the commitment of both Cambodia and Thailand to the immediate ceasefire, effective from 12:00 noon (local time) on 27 December 2025, involving all types of weapons, including attacks on civilians, civilian objects and infrastructure, and military objectives of either side, in all cases and in all areas.

4.   We continue to underscore the importance of the ASEAN Observer Team (AOT), and welcome the agreement by both sides to further strengthen the role of the AOT, in consultation with the ASEAN Chair and the AOT, in verifying and ensuring the effective implementation of all measures based on its mandate.

5.   We recall the ceasefire arrangement of 28 July 2025, the outcomes of the GBC meetings, and the Kuala Lumpur Joint Declaration of 26 October 2025, and welcome the commitment of both sides to build upon these agreements in the interest of restoring confidence, normalcy, and lasting peace along the border.

6.   We continue to reaffirm our commitment to ASEAN unity and solidarity, as well as ASEAN Centrality in ensuring regional peace, security, stability and prosperity. We further reaffirm the shared commitment to refrain from the use of force and to settle disputes by peaceful means in accordance with the United Nations Charter, ASEAN Charter and Treaty of Amity and Cooperation in Southeast Asia (TAC).

7.   We stand ready to support ongoing efforts, including through the good offices of the ASEAN Chair, as well as efforts by other ASEAN Member States and external partners, to facilitate the effective implementation of the agreed measures and to promote an environment conducive to lasting peace, stability, and good neighbourly relations between Cambodia and Thailand.
