AT THE ‘CAIRO MINISTERIAL CONFERENCE TO ENHANCE

THE HUMANITARIAN RESPONSE IN GAZA’,

CAIRO, ARAB REPUBLIC OF EGYPT

His Excellency Dr Badr Abdelatty, Minister of Foreign Affairs, Emigration and Egyptian Expatriates of the Arab Republic of Egypt,

Excellencies,

1.   Please allow me at the outset, to convey Malaysia’s appreciation to President Abdel Fattah El-Sisi and the Secretary-General of the United Nations for convening this conference to respond to the dire humanitarian needs of the Palestinian people especially in Gaza.

2.   Malaysia welcomes the ceasefire in Lebanon, and we will continue to advocate for an immediate and permanent ceasefire in Gaza; for the unimpeded delivery of humanitarian aid; and the respect for international humanitarian law.

3.   Resolving the root causes of the conflict remains imperative. These include ending the illegal occupation in the Occupied Palestinian Territory (OPT), in line with UN General Assembly Resolution ES-10/24 and the Advisory Opinion of the International Court of Justice of 19 July 2024. 

4.   Malaysia reiterates its support to international legal processes to hold Israel accountable for blatant violations of international law and UN resolutions. We call on the international community’s cooperation towards this end.

Excellencies,

5.   Malaysia acknowledges the indispensable and critical role of UNRWA. The ban on UNRWA’s operations in the OPT of Jerusalem, West Bank and Gaza by Israel is a deliberate assault against a legitimate UN humanitarian agency.

6.   We must stand resolutely against Israel’s intent to erase the irrevocable recognition of the Palestinian’s right of return by banning UNRWA and what the agency represents since 1950. Malaysia urges the international community to continue supporting UNRWA and challenge this illegal decision.

7.   Financially, Malaysia has contributed a total of USD 5.2 million to UNRWA and we will continue to support UNRWA in providing essential assistance and protecting Palestinian refugees.

8.   Furthermore, Malaysia has also extended contributions through various modalities such as government to government mechanisms, Malaysian NGOs, and through international organisations. I wish to take this opportunity to thank our partners in Egypt, Jordan and Qatar for ensuring aid reaches those in need. 

9.   Last but not least, we commend the unwavering efforts of Egypt in facilitating aid through the Rafah border crossing. Malaysia stands ready to collaborate with Egypt, other partners and stakeholders to ensure that the channels of aid are sustained and not disrupted.

10.   The situation in Gaza is a test of our collective humanity, requiring us to transcend politics and prioritise human dignity. As we leave this Conference, let us not merely carry pledges and resolutions, but a renewed action to end this human suffering and tragedy.

Malaysia stands in solidarity with Palestine.
