STATEMENT BY

AT THE EXTRAORDINARY SESSION OF THE OIC COUNCIL OF
FOREIGN MINISTERS

Your Highness,
Mr. Chairman, Excellencies, Ladies and Gentlemen,
We gather here to reflect One Voice, One Mission of a unified Ummah with unwavering support for the Palestinians. Only if we are united, can we effect change. We must act until we find peace in the Palestinian land. The horrendous genocide, ethnic cleansing and war crimes against the Palestinians must stop.
2. It has been more than five months, but our search for immediate permanent ceasefire has yet to be realised. The situation in Palestine continues to worsen daily.
3. I had witnessed the devastation with my very own eyes when I visited Rafah, facilitated by the Egyptian Government, late last month. Israel’s continuous assault in Rafah is beyond comprehension. Approximately nine Palestinians are killed every hour since October 7. With humanitarian aid and funding dwindling, with limited access to the conflict area, we are afraid that more innocent Palestinians, particularly women and children, will perish further ridden by famine and disease.

4. While we have gathered support from across the globe to provide humanitarian assistance to Gaza, it would be meaningless if the aid could not reach those in need due to bureaucracy and unnecessary obstacles. Time is against us, and Malaysia urges for international cooperation for unconditional, unimpeded humanitarian corridor and access for aids to reach Gaza.
5. At the same time, we must be steadfast in finding immediate solutions to end Israeli’s wanton atrocities against the Palestinians. Actionable measures shall be implemented to end Israel’s indiscriminate killings and devastation. We must relentlessly continue to:
One: Call for an immediate, full and permanent ceasefire;
Two: Mobilise and provide humanitarian assistance to those in need;
Three: Call for the establishment of a mechanism to ensure protection for the Palestinians;
Four: Call for an end to the impunity of Israel and address the accountability of Israel for its war crimes and
crimes against humanity;
Five: Call on all countries to not render aid or assistance to Israel in maintaining the unlawful denial of the Palestinian’s right to self-determination, thus the occupation of the Palestinian territory; and
Six: Call for resumption of peace process that leads to the establishment and recognition of an independent State of Palestine based on pre-1967 borders with East Jerusalem as its capital, and admission of Palestine as a full member of the United Nations.

6. In achieving these targets, we must continue galvanising support from the international community through a united front, premised on being consistent, purposeful and unrelenting.
7. We must also work with like-minded countries beyond the OIC, along with other international organisations, to continuously exert pressure on Israel for an immediate and permanent ceasefire.
8. Following the agreed decisions taken at the last Extraordinary Summit, Malaysia too has increased our efforts in seeking justice for the Palestinians through diplomatic and legal campaigns at various international platforms.
9. Recently, Malaysia participated in the proceedings to obtain an International Court of Justice (ICJ)’s Advisory Opinion regarding the Legal Consequences arising from the Policies and Practices of Israel in the Occupied Palestinian Territory, including East Jerusalem, on 22 February 2024.
10. We have also worked with like-minded countries within the UN system and voiced out our strong position at various platforms including the United Nations Security Council, Asia-Pacific Economic Cooperation, Non-Aligned Movement and the Associations of Southeast Asian Nation (ASEAN) to step up their assistance to the people of Palestine.
11. When I was in Geneva last week, Malaysia reaffirmed its solid and continuous support to mechanisms under the Human Rights Council (HRC) to protect the Palestinians’ inherent rights, fundamental freedoms and dignity.

12. Malaysia calls on Member States to continue their financial support to UNRWA as the Agency has been a lifeline support to the Palestinians. Malaysia has pledged additional funding to UNRWA in addition to its annual contribution.
13. On the humanitarian front, Malaysia has sent over 100 tonnes of humanitarian aid to Gaza by cargo flight through the Rafah-Gaza crossing. We have also continued with our contributions to UN organs and other agencies to support the Palestinian people.

14. Let me conclude by reiterating Malaysia’s firm commitment to join OIC’s noble cause and efforts to stop this carnage and tragedy that has befallen our children, sisters and brothers in Palestine.
