WHAT IS VISA?
Visa is an endorsement in a passport or other recognized travel document of foreigner indicating that the holder has applied for a permission to enter Malaysia and that permission has been granted.
Note: Visa which has been granted is not an absolute guarantee that the holder will be allowed to enter Malaysia. The final decision lies with the Immigration Officer at the entry point.
WHO ELIGIBLE TO APPLY FOR MALAYSIA TOURIST VISA?
Malaysian tourist visa is also known as Visa without Reference (VTR).
All foreign visitors entering Malaysia through the gazetted entry points will be given social visit pass for social visit which including the following purposes:
- Visiting Relatives
- Tourism
- Journalist / Reporter
- Attending Meeting
- Attending Business Discussion
- Inspection of factory
- Auditing Company's Account
- Signing Agreement
- Doing survey on investment opportunities / setting up factory
- Attending Seminars
- On goodwill mission for students or sitting for examinations in University
- Taking part in sports competitions
- Other activities not mentioned above but approved by the Director General of Immigration.
Does Indian citizen / passport holder require visa to visit Malaysia?
Indian citizen requires visa to visit Malaysia.
How to apply for Multiple Entry Visa (MEV)?
Application can only be submitted through our authorized travel agencies / visa processing agencies.
How to apply for Multiple Entry Visa (MEV)? / How long is the validity of the approved visa?
Under normal condition / application, Indian passport holder will be issued Multiple Entry Visa (MEV) which is valid for 12 months.
How long Indian tourist can stay in Malaysia?
The allowance of stay is up to 30 days for each entry to Malaysia. The allowance of stay is totally the discretion of immigration officer at the entry point.
When is the last date for Indian tourist to enter the country?
Indian tourist can enter the country till the day of visa expiry date provided the passport remains valid for not less than 6 months.
Is the Malaysian visa in the old / cancelled passport remains valid with the new booklet?
Malaysian visa is remaining valid if the passport remains valid (according to the passport number). Therefore if your old passport get cancelled and you are issued with new passport, you are required to apply for Malaysian visa.
Can Indian passport holder apply individually at the Malaysian High Commission / Consulate General?
Application can only be submitted through our registered / authorized travel agencies.
Can Indian tourist apply for Malaysian visa in Singapore (Malaysian High Commission in Singapore)?
Indian passport holder may apply visa from Singapore. But, principally, in Singapore, Malaysian High Commission is issuing visa for ‘bona fide’ foreigners who reside in Singapore. Therefore, it is always advisable for Indians to apply for Malaysian visa from their home country.
How much is the visa fee for Indian national?
Malaysian tourist visa fee for Indian is INR 1,000.00 for 12 months (or part of it).
Can we fill up the form by hand writing?
It shouldn’t be a problem if you want to use your hand writing to fill up the visa form.
How to apply for Business Visa?
Nowadays, Malaysia does not issue any business visa. If the visit / trip is only for business meeting, discussion, negotiation etc., as long as the visit is not engaging any employment (paid or unpaid) you may enter the country by using tourist visa.
Can Indian tourist apply for ‘urgent’ Malaysian visa?
At this moment, tourist visa is only being processed in 3 working days. Please plan your trip accordingly. Avoid buying non-refundable package(s), air ticket or hotel booking.
What is the validity of passport for Malaysian visa application?
The passport shall not be less than 9 months.
What is the validity of passport which is required for entry purpose into Malaysia?
The passport shall not be less than 6 months.
I am invited as a speaker in a training program / conference / seminar in Malaysia, can I enter the country with tourist visa?
No. You have to apply for Professional Visit Pass (doesn’t matter it is paid or unpaid or even for a few minutes). The said pass can only be obtained from Immigration Department of Malaysia in Malaysia. Application can be done by the organizer / sponsor in Malaysia (before you enter the country).
If you enter the country with tourist visa for this purpose, it is violating Malaysian visa rules and regulations. it is also punishable under Malaysian law.
MALAYSIAN VISA APPLICATION FOR AFGHANISTAN NATIONALS
The following may apply for Visa Without Reference (VTR) from Malaysian High Commission in New Delhi, India:
(i) Diplomatic passport holder;
(ii) Official passport holder;
(iii) Ordinary passport holder (with invitation from the government of Malaysia);
(iv) Ordinary passport holder (with invitation from Government Linked Company in Malaysia – with supporting / invitation letter – original preferable); and
(v) Businessman and investor (with letter from company, financial statements for the last 3 months, statement of shares, copy of credit card, visiting card etc.).
Other than the category mentioned above, Afghanistan national is required to apply for Visa With Reference (VDR). The said visa shall only be applied at the Malaysian High Commission in New Delhi with all the following requirements:
- A letter of application which had been submitted by the applicant, received from the Malaysia Foreign Mission / Representative office
- Form Imm.47
- 2 Recent photograph of applicant
- Copy of applicant's passport
- Sponsor's identification card
- Sponsor's undertaking letter
- Security Bond
Only after the approval of the application, the applicant may apply for stamping / endorsement of visa. For visa stamping / endorsement purpose, application can be submitted through our authorized / registered travel agencies. The following are the documents required for Malaysian visa application* :
(i) Passport** (original and copy);
(ii) Visa Application Form (IMM.47-Pin.1/97);
(available at visa counter / registered visa processing agencies or can be downloaded from http://www.imi.gov.my/images/Forms/Form_IM.47.pdf ***);
(iii) 2 recent passport size photograph (in white background);
(iv) Confirmed returned air-ticket;
(v) Letter from the applicant;
(vi) Letter from applicant's Ministry / Department / Agencies / Company / Organisation / Institution;
(vii) Invitation letter / covering letter / supporting document(s) (if any);
(viii) Supporting letter / ‘Third Person Note’ (original preferable) from Embassy of Islamic Republic of Afghanistan in Kuala Lumpur (not applicable for diplomatic and official passport but preferable)
(ix) Payment of visa fee in Demand Draft (INR 300.00) in favour of ‘Malaysian High Commission’ and payable in Delhi; and
(x) Copy of the Demand Draft (payment of visa fee).
* Visa application is processed in 4 WORKING DAYS.
** Validity of the passport shall not be less than 9 months. 6 months validity is required for the requirement for entry and another 3 months for the minimum validity of visa.
*** If you download the form, please print on both side of an A4, printing on two pieces of paper will not be accepted. Hand writing is acceptable when the applicant fill in the form.
**** VDR application is ONLY processed in 4 working days.
Note: Under normal circumstances, Afghanistan passport holder will be granted Single Entry Visa (MEV) valid for 3 months.
INDIAN DIPLOMATIC AND OFFICIAL PASSPORT
Indian diplomatic or official passport holder does not require visa to visit Malaysia.
TRANSIT PASS (WITHOUT VISA)
Starting from 15 July 2010, Indian national who transit to Malaysia may apply for Transit Pass for not more than 120 hours (5 days) on their journey to a third country.
This pass is issued only at the Kuala Lumpur International Airport (KLIA) and Low Cost Carrier Terminal (LCCT).
Please check whether you are eligible for Transit Visa / Pass or not. The following are conditions for the said visa / pass:
(i) Indian visitor(s) who enter / depart to / from the country from Kuala Lumpur International Airport (KLIA) and Low Cost Carrier Terminal (LCCT) only;
(ii) Visitor must possess a valid visa (Single Entry / Multiple Entry) from the destination country (only Australia, U.S.A., China, Japan, South Korea, New Zealand and Taiwan);
(iii) Visitor must possess a valid passport / travel document with an expiry date of not less than 6 months on the date of visit;
(iv) Visitor is not listed among those barred from entering Malaysia;
(v) Visitor must be in possession of a confirmed ticket to a third country;
(vi) Visitor must be able to finance his/her stay in Malaysia;
(vii) Visitor MUST visit the country in group (package tour) and the trip is either a packaged tour in Malaysia or in the destination country; and
- OR -
Transit pass for 120 hours (without visa) can also be considered to Indian citizen who hold valid permanent residence, expatriate / working pass, student pass, dependent pass any long term visit pass from other countries (please bring along document to proof it).
* Please do understand that Malaysian immigration rule differentiate between visa and pass. Visa is the permission to enter the country and pass is the permission to stay in the country. Please check whether your visa is the permission to stay for the said period (i.e. 10 years) or it is only Multiple Entry Visa for 10 years (limited stay each entry). Only long term visit PASS can be considered in this case which means e.g. 10 years stay permission.

VISA ON ARRIVAL (VOA)?
With effective from 16 August 2010, Visa on Arrival (VOA) facility is discontinued for tourists / visitors.
PASSENGER WHO INTENDED NOT TO LEAVE THE AIRPORT
If you are already check in for the next flight and do not plan to leave the airport terminal (i.e. you just want to wait for the next flight in the terminal building), Malaysian visa is not required.
Please consult your airline / travel agent to ensure that you will get your boarding pass for the connecting flight without going out from the main terminal.
Please read further for the case for passenger who depart / arrive from / at Low Cost Carrier Terminal (LCCT) at Kuala Lumpur International Airport (KLIA).
LOW COST CARRIER TERMINAL (LCCT), KLIA
Visitors who depart / arrive at / from Low Cost Carrier Terminal (LCCT) at KLIA MUST posses valid Malaysian visa (or eligible for Transit Pass), doesn’t matter how long the waiting / transit time is (i.e. you can not wait for the next flight inside the terminal building). WHY?
Air Asia is a point to point carrier. Thus, they didn't provide transit (without check out) facility for their passengers. i.e. passenger has to check out from the airport and re-check-in again for the next flight. Passenger has to pass through the immigration check and valid Malaysian visa / Transit Pass is absolutely required for that.
Currently, Air Asia had announce Transit facility for certain route (with Single PNR ticket only). Do check with them for clarification.
