WORKING VISIT OF THE MINISTER OF HOME AFFAIRS OF MALAYSIA TO PAKISTAN
The Minister of Home Affairs of Malaysia, YB Datuk Seri Saifuddin Nasution Ismail, undertook a Working Visit to Pakistan from 19 to 21 August 2026, at the invitation of H.E. Syed Mohsin Raza Naqvi, Federal Minister for Interior and Narcotics Control of Pakistan.
During the visit, YB Minister held a one-on-one meeting and bilateral discussions with H.E. Syed Mohsin Raza Naqvi at the Ministry of Interior and Narcotics Control. The discussions covered areas of bilateral cooperation, including law enforcement, counter-terrorism, narcotics control, immigration, transnational crime, human trafficking and migrant smuggling, as well as capacity building and exchanges between the relevant agencies of both countries.
One of the key outcomes of the visit was the signing of the Treaty on the International Transfer of Prisoners (ITOP) between Malaysia and Pakistan. The Treaty was signed by YB Datuk Seri Saifuddin Nasution Ismail and H.E. Syed Mohsin Raza Naqvi at the Prime Minister’s House, witnessed by H.E. Muhammad Shehbaz Sharif, Prime Minister of Pakistan. The Treaty provides a legal framework for eligible prisoners of both countries to serve the remainder of their sentences in their respective home countries. In conjunction with the signing, YB Minister paid a courtesy call on H.E. Muhammad Shehbaz Sharif, during which both sides exchanged views on Malaysia–Pakistan relations and areas of mutual interest.
As part of his engagements with Pakistan’s senior leadership, YB Minister met H.E. Asif Ali Zardari, President of the Islamic Republic of Pakistan, at Aiwan-e-Sadr, where discussions focused on bilateral relations and cooperation between Malaysia and Pakistan. The President subsequently hosted a dinner in conjunction with the meeting. YB Minister further held a meeting with H.E. Senator Mohammad Ishaq Dar, Deputy Prime Minister and Minister for Foreign Affairs of Pakistan, during which both sides exchanged views on bilateral, regional and international issues of mutual interest.
YB Minister also held engagements with Field Marshal Syed Asim Munir Ahmed Shah, Chief of Defence Forces and Chief of Army Staff, and Lieutenant General Muhammad Asim Malik, Director-General of Inter-Services Intelligence (ISI), during which views were exchanged on regional security developments and other matters of mutual interest. At the Parliament House, YB Minister held separate meetings with H.E. Sardar Ayaz Sadiq, Speaker of the National Assembly of Pakistan, and H.E. Syed Yousaf Raza Gilani, Chairman of the Senate of Pakistan. The programme at the Parliament House included a visit to the Parliament Museum.
In addition to the high-level meetings, the Malaysian delegation visited several key institutions in Pakistan, namely the Islamabad Police Headquarters, National Aerospace Science and Technology Park (NASTP), National Database and Registration Authority (NADRA) and Anti-Narcotics Force (ANF). These visits provided the delegation with an overview of Pakistan’s capabilities and experience in policing and public security, technology and innovation, digital identity management and narcotics enforcement, while providing opportunities for exchanges with the respective institutions on areas of potential cooperation.
The Working Visit provided an opportunity for Malaysia and Pakistan to further discuss existing cooperation and identify areas for continued engagement, particularly in the fields of security, law enforcement and institutional cooperation. YB Minister was accompanied by a delegation comprising senior officials from the Ministry of Home Affairs and its relevant departments and agencies, while the High Commission of Malaysia in Islamabad facilitated and supported the Minister and delegation throughout the visit.
