REGISTRATION OF MARRIAGE FOR NON-MUSLIMS

 

Application Procedures
i.  Both or either party are Malaysian citizen;
ii. Has obtained Singapore marriage certificate from Registry of Marriage (ROM) Singapore;
ii. Application form (JPN.KC 06) cannot be downloaded. It is available at the Consular Section of the High Commission;
iv. Both parties are required to be present during registration at the High Commission;
v.  Malaysian, whose marriage was solemnised by the Registry of Marriage (ROM) Singapore should report their marriage at the High Commission of Malaysia within the period of six months from the date of marriage. If registration is made after six months, a penalty of SGD50.00 would be charged for the first year and SGD20.00 for each subsequent year. All payments must be made in Singapore dollar.

i.     Application form (Borang JPN.KC 06) dully- filled 2 Sets
ii.    Malaysian Identity Card - Original & 2 photocopies
iii.   Singapore Permanent Resident Card - Original & 2 photocopies
iv.   Singapore Pink Identity Card/Foreign Identity Card - Original & 2 photocopies
v.    Birth Certificates of both parties - Original & 2 photocopies
vi.   Singapore Marriage Certificate - Original & 2 Photocopies
vii.  For divorcee, please produce divorce certificate/ decree nisi absolute - Original & 2 photocopies
viii. Passport of both parties - Original & 2 photocopies
ix.   Recent passport-sized coloured photograph white background - Two (2) each
x.    Registration fee SGD 10.00
xi.   Valid pass in Singapore - Original & 2 photocopies
              a. Dependant Pass, S-pass, Employment Pass
              b. Work permit / Long-term pass

 
REMINDER:
1. Applicants are advised to read the instructions carefully before filling out the form.
2. All applications must be completed in clear and neat block letters (capital letters).
3. Applications that are not clear or are not written in block letters will not be accepted or processed. This will cause a delay in the application process.
4. Therefore, please ensure the forms are filled out carefully and clearly with a black-ink pen.
5. All foreign certificates, IDs, and documents must be certified as true copies by the relevant embassies.
6. Malaysians must possess a valid pass in Singapore to re-register their marriage at the High Commission of Malaysia in Singapore. Otherwise, they can only re-register their marriage at the National Registration Department in Malaysia.
7. Applicant with a foreign marriage certificate (except Singapore) has to register for the Malaysian marriage certificate in any National Registration Department (JPN) in Malaysia.

APPLICATION OF CITIZENSHIP FOR A NEW-BORN CHILD
MALAYSIAN CITIZENSHIP CERTIFICATE (PENGESAHAN TARAF/BORANG H)

Conditions / Eligibility of Application
1. Must be done within one (1) year from the child's date of birth;
2. For a Borang H application, the child's father must be a Malaysian citizen. If the father is not Malaysian (except Singaporean) or the application is for a child over one (1) year old, a Pengesahan Taraf Warganegara (PTW) will be submitted for the citizenship application, and it is subject to approval by the JPN.
3. The child must be present during registration for the attestation of the baby's thumbprint.
4. Parent must be legally married and have a Malaysian marriage certificate issued by the JPN.
5. If the father is a Singapore citizen OR the children are already Singapore citizens (or over one year old) the PTW must be apply at the National Registration Department (JPN) in Malaysia, as they are the approving authority. For Singapore citizen babies, visit the nearest JPN office (e.g., Setia Tropika in Johor Bahru). JPN requires the Singapore Birth Certificate to be certified at the Consulate of the Republic of Singapore in Johor or the High Commission of the Republic of Singapore in Kuala Lumpur and further endorsed by the Ministry of Foreign Affairs in Putrajaya. You do not need the High Commission of Malaysia to endorse this document.
Application Procedures
- The application Form (Borang D / JPN.WN02 - Borang Daftar Kelahiran Luar Negara) cannot be downloaded. It is only available at the Consular Section of the High Commission.
- The application form must be filled out in block letters and black ink only.
Fees/Document to Be Submitted
1. Application Form (Borang D) dully-filled - 1 sets
2. Singapore Birth Certificate of child - Original & 2 photocopies
3. Birth Certificate of both parents - Original & 2 photocopies
4. Passport of both parents - Original & 2 photocopies
5. Malaysian Marriage Certificate - Original & 2 photocopies
6. Identity cards of both parents (Malaysia & Singapore PR) (or Work Permit/Visit Pass/Dependant Pass etc) - Original & 2 photocopies
7. Passport-sized colored photograph of the child (White background) - 4 pieces (2 photos for registration of birth (Borang D) & 2 photos for passport application)
8. CASH ONLY : Registration fee: SGD 15.00 (Borang H) SGD 20.00 (Pengesahan Taraf Warganegara PTW))
Submission & Collection
Submission of applications is by appointment only.
- Collection of Borang H is after five (5) working days
- The collection of PTW certificate is subject to JPN approval. We will notify you once approved and ready for collection.
Other Submission Requirement
- The baby's passport-sized photo should be taken at a photo studio prior to submission.
- The application of a PTW is subject to approval from the Headquarters in Putrajaya, which will take approximately 6-24 months.
- All photocopies of document must be on A4-sized paper.
- Application without sufficient supporting documents will not be entertained.
- Additional: For those who have obtained the Singapore digital birth certificate, please kindly print it out and present it to us during the application.
Translations of Parents' Documents (Foreign Spouse)
Parent's birth certificates or documents in a foreign languange must be translated into English.
- They must be duly endorsed by the respective High Commission, Embassy or Consulate.
