EXPLANATION OF VOTE BY

ON THE

RESOLUTION ON “SUSPENSION OF THE RIGHTS OF MEMBERSHIP OF THE

RUSSIAN FEDERATION IN THE HUMAN RIGHTS COUNCIL”

Mr. President,

 

1.    Malaysia remains deeply concerned with the worsening situation in Ukraine and continues to closely monitor developments, including the humanitarian situation on the ground.

 

2.    We are greatly disturbed with reports of alleged human rights abuses and violations. We firmly believe that those who commit gross violations of human rights must be held accountable. We also firmly believe that it is imperative that such atrocities be verified in an impartial, transparent and credible manner. In this regard, we support the call by the Secretary-General to immediately commence independent investigations to guarantee effective accountability.

 

3.    Thus, Malaysia is of the view that a critical decision such as the suspension of a member of the Human Rights Council must not be made in haste and should not prejudge the outcome of such investigations. A decision on such an important matter must be accorded the same equal treatment and due processes as in the past in the full spirit and letter of resolution 60/251.

 

4.    Taking into account all the aforementioned considerations, Malaysia has decided to abstain on the resolution presented today.

 

Mr. President,

 

5.    Malaysia strongly urges all concerned parties to immediately take steps to de-escalate, continue to progress towards dialogue and negotiations, to prevent further loss of lives and devastation. We reiterate the need to respect and protect civilian life and infrastructure. We also reiterate the call on all parties to fully comply with their obligations under international humanitarian law and international human rights law.
