INTERVENTION BY

MS AIDA SAFURA NIZA OTHMAN

DELEGATE OF MALAYSIA

MAIN COMMITTEE II

TENTH REVIEW CONFERENCE OF THE

TREATY ON THE NON-PROLIFERATION OF NUCLEAR WEAPONS

NEW YORK, 11 AUGUST 2022

Madam Chair,

2.         Malaysia underscores the central role of the IAEA as the sole competent authority responsible for establishing and promulgating effective safeguards and verification mechanisms for the peaceful uses of nuclear energy. States Parties should be transparent when complying with the IAEA safeguards and verification in line with provisions of the Treaty. Malaysia believes that transparency will build mutual trust and confidence amongst states. The ability to verify the peaceful nature of nuclear programmes by States provides credible assurances to others, and enables states parties to engage in the transfer of nuclear equipment, materials and technology for peaceful purposes, in accordance with Article IV of the NPT. We also believe that these information and access provided to the IAEA by States Parties should be held in the highest confidence by the Agency.

3.         Malaysia calls upon the nuclear weapon States to accept IAEA full scope safeguards to ensure full compliance with their obligations assumed under Article I of the Treaty.

4.         Malaysia also calls on all States non-party to the Treaty to accede immediately and without preconditions to the Treaty as Non-Nuclear Weapon States, and place all their nuclear facilities under comprehensive International Atomic Energy Agency (IAEA) safeguards.

I thank you, Madam Chair.
