INTERVENTION BY

MR. AHMAD RADZI MOHD ZIM

LONG-TERM DELEGATE TO THE 77TH SESSION OF THE UNITED NATIONS GENERAL ASSEMBLY

PERMANENT MISSION OF MALAYSIA TO THE UNITED NATIONS

DURING THE INTERACTIVE DIALOGUE WITH

MR. DAVID. R. BOYD

SPECIAL RAPPORTEUR ON THE ISSUE OF HUMAN RIGHTS OBLIGATIONS

RELATING TO THE ENJOYMENT OF A SAFE, CLEAN, HEALTHY AND SUSTAINABLE ENVIRONMENT

THIRD COMMITTEE OF THE 77TH UNITED NATIONS GENERAL ASSEMBLY

UNITED NATIONS HEADQUARTERS, NEW YORK, 21 OCTOBER 2022

Mr. Chair,

Malaysia wishes to thank the Special Rapporteur on his briefing and his tireless efforts to ensure access to a healthy and sustainable environment is recognised as a human right. We believe that this recognition would serve as a catalyst for more ambitious action on the various environmental issues we face, from the climate crisis to biodiversity loss to pollution.

Mr. Chair,

Malaysia is currently pursuing clean, green and resilient development through a whole-of-nation approach under the current 12th Malaysia Plan 2021-2025. We believe that green growth strategies will ensure a better quality of life, protect the environment for current and future generations, and create new opportunities for economic growth. In this regard, the Government has outlined three (3) priorities, namely Implementing Low-Carbon, Clean and Resilient Development; Managing Natural Resources Efficiently to Safeguard Natural Capital; and Strengthening the Enabling Environment for Effective Governance. We are convinced that the improvement in execution of development policies and strategies will lead to sustainable growth, better planetary health, and the achievement of the 2030 Agenda for Sustainable Development.

Mr. Chair,

With less than a decade before we reach 2030, recent developments around the globe are dimming the optimism of the international community in meeting the Sustainable Development Goals (SDGs). Our question to the Special Rapporteur is as follows: How

can we capitalise on the recent recognition of access to a healthy and sustainable environment as a universal right to bring us back on track in meeting the SDGs?

I thank you.
