INTERVENTION (3C) : INTERACTIVE DIALOGUE WITH MS. NOELEEN HEYZER SPECIAL ENVOY OF THE SECRETARY-GENERAL ON MYANMAR, 25 OCTOBER 2022

INTERVENTION BY

MR. AHMAD RADZI MOHD ZIM

LONG-TERM DELEGATE TO THE 77TH SESSION OF THE UNITED NATIONS OF THE GENERAL ASSEMBLY

PERMANENT REPRESENTATIVE OF MALAYSIA TO THE UNITED NATIONS

DURING THE INTERACTIVE DIALOGUE WITH

MS. NOELEEN HEYZER

SPECIAL ENVOY OF THE SECRETARY-GENERAL ON MYANMAR

THIRD COMMITTEE OF THE 77TH UNITED NATIONS GENERAL ASSEMBLY

UNITED NATIONS HEADQUARTERS, NEW YORK, 25 OCTOBER 2022

Madam Chair,

Malaysia wishes to thank Ms. Noeleen Heyzer for her briefing.

Malaysia is concerned with the plight of the Rohingya population as well as the displaced communities in Rakhine State, which have been exacerbated by the military coup in February 2021. The military junta's brutality has resulted in thousands of deaths, including that of children. Since the military coup, more than 1 million people have become internally displaced persons. Many people have fled Myanmar, with nearly 200,000 in Malaysia.

Madam Chair,

Malaysia is supportive of constructive efforts towards finding a solution to the Myanmar crisis, particularly the ASEAN Five Point Consensus. We call on the international community to actively support efforts to immediately bring the violence to an end and to improve the situation on the ground towards sustainable peace for the people of Myanmar.

Malaysia commends the initiative by the UN to lessen the impact of the humanitarian crisis in Myanmar. Despite the military takeover, the UN has continued to provide humanitarian assistance to the people of Myanmar and has scaled up its response to reach three (3) million people in 2021 and 3.1 million people in the first half of 2022 alone.

While the humanitarian response plan has called for USD826 million in funding, only 12 per cent of this has been secured. However, in the case of Myanmar ~ funding is not the only issue. Access is also key. Our question to the Special Envoy is, what are your strategies to ensure that access and the target of the humanitarian response plan can be met in a timely manner?

I thank you.
