Malaysia wishes to thank Ms. Rosemary Kayess for her briefing to the Committee. In line with the principle of leaving no one behind, we must ensure that persons with disabilities are given equal access to rights and opportunities as everyone else.

 

Mr. Chair,

 

Malaysia is committed to upholding the rights of persons with disabilities. As a State Party to the Convention, we have enacted the Persons with Disabilities Act 2008, which guarantees the protection of their rights domestically. Recently, in March 2022, Malaysia acceded to the Marrakesh Treaty, benefitting almost 53,000 visually impaired individuals registered with our Social Welfare Department.

 

The Government also pursues a number of programmes and initiatives in collaboration with civil societies to enhance the enjoyment of rights by persons with disabilities. As such, the Government has launched a second Action Plan for Persons with Disabilities 2016-2022 that aims to improve accessibility to the physical environment, information, transportation, education, economy, health, and social services. This will further promote social integration and cultural participation for persons with disabilities through equal access in our society.

Our question to Ms. Kayess is as follows: how can States accelerate the implementation of obligations under CRPD to ensure persons with disabilities' rights are protected?
