CONSIDERATION OF THE IMPLEMENTATION OF THE INTERNATIONAL INSTRUMENT TO ENABLE STATES TO IDENTIFY AND TRACE, IN A TIMELY AND RELIABLE MANNER, ILLICIT SMALL ARMS AND LIGHT WEAPONS

Mr. Chair,
Since its adoption in 2005, the International Tracing Instrument (ITI) has strengthened the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects (PoA) through a focus on marking, record-keeping and cooperation in the tracing of weapons.
2. To ensure the effective implementation of the POA and ITI, it is important to take into account the impact of new technologies in weapons design and production. The advent of polymer and modular weapons, as well as 3D-printing, pose significant challenges to how weapons are marked and traced.
3. Exchange of views among Member States, and with the private sector and civil society, remains essential in considering the opportunities and challenges presented by recent developments in a comprehensive manner. It is important for Member States to keep abreast of changes in the SALW sphere affecting issues under the ITI.
4. Further, the transfer of relevant technologies, especially to developing countries, should be pursued to enhance the implementation of the ITI, as appropriate. This would help augment national capacities vis-à-vis the life-cycle management of small arms and light weapons. Normative frameworks could be designed with commensurate provision of the requisite financial, material and human resource elements, based on international standards.
5. Collaboration among law enforcement agencies at the national, regional and international levels should be further strengthened with a view to preventing the acquisition of small arms and light weapons by unauthorised recipients, including criminals and terrorists. More broadly, continued cooperation and assistance in marking and tracing are required to effectively prevent, combat and eradicate the illicit trade in SALW in all its aspects.
