PERMANENT MISSION OF MALAYSIA TO THE UNITED NATIONS

 

 

FOR THE GENERAL DEBATE OF THE 2026 SUBSTANTIVE SESSION OF THE SPECIAL COMMITTEE ON PEACEKEEPING OPERATIONS

UNITED NATIONS HEADQUARTERS, NEW YORK

 

 

Mr. Chair,                                             

 

Malaysia aligns itself with the statements delivered by Morocco and Indonesia on behalf of the Non-Aligned Movement (NAM) and the Association of South-East Asian Nations (ASEAN), respectively.

 

2.      Malaysia takes immense pride in its long and illustrious history of contributing to the UN’s peacekeeping operations. Since 1960, Malaysia has been a steadfast participant in over 38 peacekeeping operations, deploying approximately 40,000 peacekeepers from the Malaysian Armed Forces (MAF) and the Royal Malaysian Police (RMP). This extensive experience, spanning over six decades, is a testament to our unwavering commitment and capability in maintaining international peace and security. 

3.      The Special Committee on Peacekeeping Operations (C-34) continues to play an important role within the United Nations system as a forum for the consideration of peacekeeping policies. Malaysia acknowledges the Committee’s contribution in providing guidance and facilitating the exchange of views and information on all aspects of United Nations peacekeeping operations.

 

4.      Malaysia is of the view that effective methods of work would assist the C-34 in formulating clear and constructive recommendations. Malaysia, therefore, continues to support the Committee's work, as its recommendations enhance the effectiveness and coherence of peacekeeping missions in fulfilling their mandates.

5.      We remain deeply concerned by the United Nations’ liquidity constraints, which risk undermining the sustainability, credibility, and effectiveness of peacekeeping operations. The safety and security of peacekeepers must remain the highest priority. As conflict environments become increasingly complex and volatile, peacekeepers are exposed to growing and multifaceted threats. Malaysia strongly emphasises the urgent need to further strengthen measures to protect the safety and security of peacekeepers and expresses grave concern over the continued increase in attacks against United Nations personnel. Such acts are unacceptable and strike at the very foundation of United Nations peacekeeping. Malaysia pays tribute to the men and women who have made the ultimate sacrifice in the service of peace and security worldwide.

6.      Malaysia underscores that the performance of peacekeepers can be significantly enhanced through improved preparedness, including high-quality training and the provision of appropriate equipment. Malaysia firmly believes that training plays a critical role in ensuring the effectiveness, professionalism, and safety of peacekeepers in the field. This is reflected through the Malaysian Peacekeeping Centre (MPC) which continues to be recognised as a premier peacekeeping training institution in the region. Notably, on 1 October 2025, MPC was awarded the United Nations Training Recognition Certification by the Integrated Training Service (ITS), affirming that its training programmes are fully aligned with United Nations standards.

 

7.      Malaysia’s unwavering commitment to ensuring the full, effective, and meaningful participation of women in peacekeeping and peace processes remains a source of pride. In this regard, Malaysia has deployed its largest contingent of women peacekeepers in UNIFIL, in line with the Uniformed Gender Parity Strategy (UGPS). Women peacekeepers, through their ability to undertake a wide range of roles and responsibilities, have demonstrated their value in enhancing the overall effectiveness, credibility, and inclusivity of peacekeeping missions. In line with the Mid-Term Review of Malaysia’s Defence White Paper, Malaysia will continue to support the Women, Peace and Security (WPS) agenda by further increasing the deployment and participation of female personnel in current and future peacekeeping missions.

 

8.      In conclusion, Malaysia reaffirms its unwavering commitment to United Nations peacekeeping efforts. We pay tribute to the men and women who have made the ultimate sacrifice in the service of peace worldwide. Malaysia stands ready to continue working closely with all partners to strengthen our collective commitment to international peace and security and remains steadfast in its dedication to this noble endeavour. Malaysia is also ready to engage constructively and looks forward to productive, consensus-based negotiations during this year’s C-34 Substantive Session.
