FOLLOWING THE FAILURE TO ADOPT THE
DRAFT RESOLUTION OF THE SPECIAL THEME OF THE
56TH SESSION OF THE COMMISSION ON POPULATION AND DEVELOPMENT
“POPULATION, EDUCATION AND SUSTAINABLE DEVELOPMENT”

Mr. Chair,
At the outset, Malaysia wishes to put on record our appreciation to you and the cofacilitators of the resolution, Ms. Sylvia Paola Mendoza of Mexico and Mr. Imanuel of Indonesia, for your stewardship of the negotiation process. It was beyond doubt a very challenging endeavour to bridge the different positions of States in the text.
2. Malaysia reaffirms the right to education which is enshrined in human rights and developmental instruments, including the Plan of Action of the International Conference on Population and Development (ICPD). The theme of the resolution of the Commission this year is timely, given the centrality of education in sustainable development, especially as we are now past the midpoint of the 2030 Agenda of Sustainable Development.

3. We are saddened that the Committee could not adopt a resolution this year. We were ready to support a text that would have addressed the contentious issue at hand. Compromise language had been suggested to meet delegations halfway, based on language adopted by the General Assembly four months ago. This was regrettably dismissed.

4. The text had contained a number of elements that are critical for the strengthening of education and hence merited our support. However, we respect your decision to withdraw the text. Nonetheless, we hope that this regrettable episode is not repeated, and that we can work together towards achieving consensual resolutions in the coming sessions of the Commission.
