STATEMENT BY

HIS EXCELLENCY AMBASSADOR AHMAD FAISAL MUHAMAD

2023 UNITED NATIONS DAY FOR SOUTH-SOUTH COOPERATION

“SOLIDARITY, EQUITY AND PARTNERSHIP:

UNLOCKING SOUTH-SOUTH COOPERATION TO ACHIEVE THE SDGS”

12 SEPTEMBER 2023, 3.00 PM – 4.30 PM, ECOSOC CHAMBER, UNHQ

Mr. Chair,

I wish to extend my appreciation to you for organising this significant occasion. My delegation wishes to align ourselves with the G77’s statement delivered by Cuba.

2.       This 45th anniversary of the adoption of the Buenos Aires Plan of Action (BAPA) marks a significant milestone. It reminds us of the enduring significance of South-South Cooperation within the realm of international collaboration, particularly in the execution of development programmes tailored to the needs of developing nations.

3.       It is remarkable to note that the cooperative efforts among South-South partners, which have spanned over four decades, continue to hold relevance and importance in our collective pursuit of sustainable development.

4.       Here, I wish to express Malaysia's unwavering dedication as a fervent advocate and steadfast partner of South-South Cooperation. We firmly believe that the exchange of knowledge, best practices, and capacity building among South nations and all stakeholders can play a pivotal role in the advancement of developing countries. Malaysia, therefore, remains resolute in its commitment to South-South Cooperation as a key strategy in accelerating progress toward the 2030 Agenda, ensuring that no one is left behind.

5.       Malaysia attaches great importance on supporting capacity building initiatives for developing nations.  Through the Malaysian Technical Cooperation Programme (MTCP), Malaysia has provided training to over 34,000 participants hailing from 144 developing countries. The breadth of these training courses encompasses critical areas such as healthcare, education, agriculture, sustainable development, poverty alleviation, investment promotion, information and communication technology, economics and public administration.

Excellencies, ladies and gentlemen,

6.       During the 21st session of the High-Level Committee on South-South Cooperation, numerous delegations emphasised the synergetic relationship between South-South cooperation and North-South cooperation, highlighting the pivotal role of triangular cooperation, particularly in technology transfer, capacity building, and the sharing of knowledge. It is Malaysia's steadfast belief that intensifying North-South cooperation, guided by the principles of respect, equality and mutual benefits, is  crucial in addressing global inequality and inequity.

7.       Lastly, Malaysia views South-South Cooperation as a catalyst for the exchange of knowledge, best practices, and resources among developing nations and stakeholders across various issues. In the quest to build back better, Malaysia stands ready to collaborate with other nations, drawing upon our national capabilities, including through our Malaysian Technical Cooperation Programme (MTCP).

8.       In conclusion, let us remain resolute in maximising the potential of South-South Cooperation to fortify our global resilience in the post-pandemic.

Thank you.
