ON ITEM 22: OPERATIONAL ACTIVITIES FOR DEVELOPMENT OF THE UNITED NATIONS SYSTEM

Mr. Chair,
Malaysia aligns itself with the statements made by Cuba on behalf of the G77 and China, as well as Thailand on behalf of ASEAN.
- We welcome the findings of the Secretary-General's report regarding the QCPR of operational activities for development of the UNDS. It is encouraging to note that the report demonstrates substantial progress, especially in UNDS’ support to groups of countries in special situations in advancing efforts to achieve the SDGs.
- Malaysia remains committed to extending its cooperative support in order to advance post-pandemic amidst the challenges post by multi-faceted crises. We are confident that the UNDS will continue to demonstrate transparency and results-oriented progress, particularly in its support for integrated national policies aimed at achieving the SDGs. Malaysia acknowledges the commendable efforts led by the Resident Coordinator and UN Country Team in addressing the specific needs of our country as we strive to achieve a sustainable and resilient future. Only through coordinated collaboration can we ensure that no one is left behind.
- Malaysia also acknowledges the predicament surrounding the financing of the Resident Coordinator's system, and we express our optimism and confidence in the ability to arrive at a sustainable solution to address this matter. On this note, Malaysia is open to engaging in discussions to determine the best path forward for funding the Resident Coordinator, mindful of the financial commitments it may impose on Member States.
Mr. Chair,
- We are pleased to note that according to the Secretary-General’s report, there has been progress made by the UNDS in leveraging the South-South and Triangular cooperation in climate actions. We believe this approach facilitates a more comprehensive and inclusive modality for collaboration. Furthermore, Malaysia recognises the immense potential of such triangular cooperation in leveraging the expertise, resources and diverse perspectives of countries from both the South and the North. By involving countries from the North, a pool of knowledge, technical capabilities, and innovative solutions can be shared, resulting in enhanced development outcomes.
- Meanwhile, Malaysia hopes that countries from the South will continue to bolster and intensify existing cooperation through the present mechanisms such as through bilateral, regional and intra-regional levels from both the public and private sectors, including via public-private partnerships in all areas of cooperation.

- In its pursuit of inclusive and sustainable development, Malaysia welcomes collaboration with partners from both developed and developing nations. In our national initiative, Malaysia has been sharing its wealth of development experiences and expertise by providing assistance and training through its Malaysian Technical Cooperation Programme (MTCP). Since its inception in 1980, the MTCP has benefitted more than 37,000 participants from 143 recipient countries. We remain committed to strengthening and enhancing existing cooperation through all available mechanisms, encompassing bilateral, regional, and intra-regional levels, involving both the public and private sectors. This commitment extends to embracing public-private partnerships as a means of collaboration across the entire domains of cooperation.
Mr. Chair,
- To conclude, Malaysia reaffirms its continued support for the Secretary-General’s efforts to deliver an effective and fit-for-purpose UN Development System. We look forward to a more coherent, accountable, and effective UN system in supporting the acceleration of the 2030 Agenda. In the context of South-South Cooperation, we wish to express our aspirations for the future, envisioning the Cooperation to shift from the traditional donor-recipient dynamics towards a more equitable and mutually beneficial partnership.
