STATEMENT BY

AT THE GENERAL DISCUSSION ON AGENDA ITEMS 3 (a) AND (b):

FOLLOW-UP TO THE WORLD SUMMIT FOR SOCIAL DEVELOPMENT AND

THE 24TH SPECIAL SESSION OF THE GENERAL ASSEMBLY

Thank you, Chair,

 

Malaysia aligns itself with the statements of the Group of 77 and China as well as the Group of Friends of Older Persons, and wishes to deliver this statement in its national capacity. 

 

Chair,

 

  1. We welcome the theme of this year’s session, which focuses on strengthening solidarity, social inclusion, and social cohesion to accelerate the delivery of the commitments outlined in the Copenhagen Declaration on Social Development, and Programme of Action of the World Summit for Social Development as well as the implementation of the 2030 Agenda for Sustainable Development. Malaysia remains steadfast in its support for these frameworks.

 

  1. Malaysia places great emphasis on social inclusion and cohesion in its national development. As a diverse and multi-ethnic society, we have long prioritised the fostering of unity and inclusivity, ensuring that no one is left behind. The Malaysian government is dedicated to implement policies that promote equal opportunities for all citizens, irrespective of ethnicity, gender, age or disability. Our national development agenda, based on the principles of Malaysia Madani, underscores fairness, ensuring opportunities for all, and striving to eradicate poverty in all its forms.

 

  1. Malaysia's National Social Policy 2030 (DSN 2030), launched in October 2024, reaffirms the government's commitment to building a prosperous, inclusive, and progressive society. The policy strengthens social welfare by addressing issues such as poverty, inequality, mental health, and child protection while ensuring equitable access to education, healthcare, and social services. Developed through multi-stakeholder collaboration, DSN 2030 provides a comprehensive framework that balances economic growth with social well-being, nurturing a resilient and just nation.

 

  1. Malaysia also recognises the importance of international frameworks that guide social development. As an example, as a signatory to the Convention on the Rights of Persons with Disabilities (CRPD), Malaysia continues to make strides towards ensuring that persons with disabilities (PWDs) are fully integrated into society. The National Policy on Persons with Disabilities focuses on enhancing accessibility, employment, and social participation, aiming to ensure that PWDs can lead independent and fulfilling lives. As part of this effort, Malaysia has allocated RM19 million in financial assistance to 8,342 PWDs between 2018 and 2024, enabling them to access necessary assistive devices based on consultations with medical practitioners.

 

  1. As Malaysia’s population continues to age, we have developed a comprehensive framework to address the challenges posed by an ageing society. The National Policy on Ageing focuses on the health, well-being, and economic participation of older adults, ensuring that they remain as active contributors to society. The role of the family in achieving sustainable social development cannot be overstated. Malaysia has developed policies that support the family unit, such as affordable housing, parental leave, child protection, and family counseling services. We continue to invest in strengthening family resilience to ensure that families are able to thrive amidst a changing world.

 

  1. Another key focus in Malaysia’s social development strategy is digital inclusion.  We recognise the increasing role of technology in advancing social development. Through national initiatives such as Malaysia’s Digital Economy Blueprint, we aim to bridge the digital divide, ensuring that all citizens can benefit from the digital age.

  1. Malaysia remains committed to advancing the principles of solidarity, social inclusion, and cohesion in all aspects of our national development. We are determined to work in partnership with all member states to accelerate the achievement of the SDGs and ensure that social development is at the core of our global agenda. We reaffirm our dedication to building a future where every individual, regardless of their background, can live with dignity, security, and opportunity.
