AGENDA ITEM 60: REPORT OF THE UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES, QUESTIONS RELATING TO REFUGEES, RETURNEES, AND DISPLACED PERSONS AND HUMANITARIAN QUESTIONS

Mr. Chair,
Conflicts and instability across the globe are forcing millions of people to flee their homes in search of safety and a better future, often leading to an influx of refugees and asylum seekers into neighbouring and regional countries. One of the most shocking examples of such displacement is the ongoing campaign of forced evictions in the Occupied Palestinian Territories, particularly in Gaza. This systematic removal of entire communities is a blatant violation of international human rights and humanitarian laws, amounting to collective punishment. By forcibly displacing people and denying them the right to live in their homes and land, Israel is exacerbating the suffering of an already beleaguered population. Malaysia calls for immediate international action to hold Israel accountable for these atrocities and demands an end to the violence, displacement, and human rights abuses inflicted upon the Palestinians.
Mr. Chair,
- Over the years, Malaysia has seen a significant rise in the number of asylum seekers and refugees seeking refuge within its borders. Based on current statistics, there are approximately 200,000 registered refugees in the country, the majority of whom are from Myanmar, particularly from the Rohingya community. Although Malaysia is not a Party to the 1951 Convention Relating to the Status of Refugees and its related 1967 Protocol, it has continued to assist refugees based on humanitarian grounds, while at the same time ensuring its independence, sovereignty and territorial integrity are not compromised.
- Despite facing numerous challenges, the Government of Malaysia remains committed to enhancing its social protection system for refugees, continually working to improve support to these vulnerable populations. Domestically, Alternative Learning Centres and Community Learning Centres have been established across Malaysia to advocate and support the rights of refugee children to gain access to education. Malaysia firmly believes in the importance of education for everyone, regardless of social standing. Providing education to refugee children is essential for improving their chances of successful resettlement and integration in third countries. Access to education also equips them with the skills and knowledge needed to contribute positively to their new communities, as well as to support their homeland when they eventually return.
Mr. Chair,
- The continued influx of asylum seekers and refugees, exacerbated by escalating conflicts and unrest, are increasing the strain on national resources of host countries. Malaysia believes that resettlement remains a priority and durable solution for refugee crisis. However, this undertaking must be pursued based on burden and responsibility sharing. We strongly urge all countries that are Signatories of the 1951 Convention to uphold their commitments and fulfill their international legal obligations to receive more refugees for resettlement. Equitable burden sharing is essential to ensuring the protection and rights of refugees are upheld, while also fostering a collaborative, global approach to addressing the crisis.
- In conclusion, regional and international cooperation are essential in addressing refugee and migration challenges. Malaysia calls on all relevant stakeholders – Governments, humanitarian organisations and private citizens alike, to work collaboratively towards formulating practical solutions for refugees and displaced persons. However, addressing the root causes of refugee crisis remain the most sustainable and effective way to prevent further displacements. By addressing these underlying issues, the international community can help create more stable, secure, and prosperous conditions which promotes long-term solutions to this global challenge.
