AT THE INFORMAL MEETING OF THE PLENARY ON THE INTERGOVERNMENTAL NEGOTIATIONS ON THE QUESTION OF EQUITABLE REPRESENTATION ON AND INCREASE IN THE MEMBERSHIP OF THE SECURITY COUNCIL AND OTHER MATTERS RELATED TO THE COUNCIL

Thank you for your continued leadership on this IGN process.
2. We have heard, once again, that an overwhelming majority of Member States expressed their deep frustration at the lack of progress in the IGN. In our view, this stalemate continues to persist, among others, because we have yet to improve the way we discuss the reform. For over 13 years, there remains the absence of a proper system and document for us to effectively reflect and negotiate our positions with a view to bridging differences.
3. While Malaysia stands ready to explore any efforts in implementing pragmatic approaches aimed at moving the reform process forward, we strongly believe that at this juncture, the text-based negotiations could facilitate our negotiations in a more transparent, inclusive, and systematic manner. My delegation is also flexible on which outcome document to be used as a basis for future negotiations. Additionally, the document should be open to amendments by any Member State or group that feels its positions are not accurately reflected.

4. My delegation also continues to call for a transparent and inclusive negotiation process in all General Assembly outcome documents, including on the reform of the Security Council. In closing, I wish to reaffirm my delegation’s commitment and pragmatic approach to the reform process.
