STATEMENT BY

H.E. AMBASSADOR AHMAD FAISAL MUHAMAD

PERMANENT REPRESENTATIVE OF MALAYSIA TO THE UN

HIGH-LEVEL EVENT ON

NEW PROGRESS OF THE GLOBAL DEVELOPMENT INITIATIVE,

NEW ACTIONS TO IMPLEMENT THE 2030 AGENDA

3.00 PM, 19 APRIL 2023, CONFERENCE ROOM 1, UNHQ

Excellencies, ladies and gentlemen,

At the outset, I would like to congratulate China International Development Cooperation Agency (CIDCA) together with the Permanent Mission of China to the UN for convening this event today. I would also like to express my appreciation to CIDCA for presenting the progress of the implementation of the Global Development Initiative.

Excellencies,

2.     The progress of the 2030 Agenda is in a dire state and continues to be exacerbated by multi-dimensional crises. With so many developing countries experiencing economic contractions, rising debts and declining foreign investments, it is imperative that we address these issues urgently and spare no efforts to search for transformative solutions.

3.     In our collective efforts to address these challenges, allow me to share the following views:

4.     Firstly, the multiple crises have widened the economic gaps and significantly affected the most vulnerable countries. We must leave no one behind in our efforts to achieve the SDGs. We need to collectively explore new drivers for global development partnerships. In this regard, Malaysia welcomes the 32 practical cooperation measures under the realms of GDI. We believe that these measures could support and complement Member States’ efforts, particularly those of developing countries.

5.     Secondly, there are abundant opportunities for us to harness international cooperation as a means to elevate the capabilities of developing countries in relation to sustainable development. On that note, Malaysia believes that the potential of South-South Cooperation could be boosted through the GDI, whereby developing countries can enhance collaboration through government-led development programmes. Malaysia stands ready to pursue this path with our partners to realise the full potential of South-South Cooperation.

6.     Last but not least, the overall recovery of developing countries necessitates sustainable financing for development. Inequalities continue to persist, hindering the attainment of the 2030 Agenda. Therefore, we must address the funding gaps through innovative sources of the funding mix. To this end, efforts could be better supported by the UN development system, international financial institutions, regional organisations and other multi-stakeholders, as well as through the GDI.

7.     In conclusion, as a member of the Group of Friends of the GDI, Malaysia hopes that the GDI will continue to play a complementary role in our collective development journey towards achieving the SDGs. On that note, I wish to conclude by reaffirming Malaysia’s commitment towards strengthening multilateral cooperation including in the framework of the GDI.

I thank you for your attention.
