AT THE HIGH-LEVEL EVENT TO MARK THE
FOURTH INTERNATIONAL DAY FOR COUNTERING HATE SPEECH

Thank you Chair, and thank you to the briefers.
Malaysia is honoured to participate in this. We commend the Permanent Mission of the Kingdom of Morocco and the UN Office on Genocide Prevention for organising this High-Level Event.
- Hate speech undermines peace, fuels division, and threatens the very fabric of our societies. In the digital age, the rapid deployment of (AI) tools offers transformative potential, but also risks amplifying harmful narratives and misinformation at scale. We are now faced with a double-edged sword: AI can either entrench discrimination or be harnessed to promote understanding and inclusion.
- The solution lies in balance and cooperation. Nationally, Malaysia’s efforts to counter hate speech are guided by mutual respect, responsible expression, and community harmony. Through the National Unity Policy and Rukun Negara, we aim to cultivate tolerance and inclusivity across our multi-ethnic and multi-faith society.
- We are strengthening our digital governance framework by reviewing laws to prevent the misuse of emerging technologies, including AI, to spread hate. We are also engaging with stakeholders enhance digital literacy and build resilience against online incitement.
- Malaysia supports international cooperation to establish ethical frameworks and safeguards for AI development and deployment. We are committed to working together to create an AI-enabled future that reflects our shared values, including equality and respect for every individual. By upholding these ethical principles, we can unlock AI’s full potential for the benefit of all peoples globally.
6. Malaysia calls for stronger global coalitions involving governments, industry, academia, and civil society. We must work together to reclaim safe and inclusive digital spaces. Technology must not be misused to create division but serves as a tool to amplify messages of peace, tolerance, and our shared humanity.
