AT THE

HYBRID WORKSHOP OF THE INFORMAL AD-HOC WORKING GROUP ON MANDATE IMPLEMENTATION REVIEW (IAHWG)

 

 

Co-Chairs,

 

1. Thank you for bringing us together for this important workshop on mandate creation and implementation.

 

2. We are grateful for your leadership and want you to know Malaysia is fully committed to working with all of you toward a balanced outcome that serves our shared interests.

 

3. Let me say we genuinely appreciate the current language on mandate creation and implementation – it strikes the right balance between clarity and practicality while keeping Member States firmly in the driver’s seat and support proposals that will strengthen these elements.

 

4. We have one suggestion we’d like to put on the table for everyone’s consideration, specifically regarding paragraph 9 on financial obligations.

 

5. Meeting our financial commitments fully and on time is essential to keeping the UN functioning effectively and ensuring mandates are implemented fairly across the board.

 

6. Our proposal is straightforward: we would like to add language that reaffirms the commitment of Member States to pay their assessed contributions in full and on time, in accordance with the Charter of the United Nations.

 

7. This is not about creating new obligations – it is about highlighting what is already there in the Charteras a fundamental duty, not just a policy preference.

 

8. By making this explicit, we strengthen the paragraph’s authority and underscore our collective responsibility to ensure the Organisation has the financial sustainability and credibility it needs to deliver on its mandates.
