AT THE INFORMAL MEETING OF THE PLENARY ON THE INTERGOVERNMENTAL NEGOTIATIONS ON THE QUESTION OF EQUITABLE REPRESENTATION ON AND INCREASE IN THE MEMBERSHIP OF THE SECURITY COUNCIL AND OTHER MATTERS RELATED TO THE COUNCIL
CLUSTER: STATUS OF IGN DOCUMENTS

Madame Co-Chairs,
Thank you for your continued leadership on this IGN process.
2. My delegation's position on today’s cluster is clear. We are supportive of any efforts to explore pragmatic approaches aimed at moving the reform process forward. In this connection, Malaysia is of the view that it is imperative to move the intergovernmental process towards a text-based negotiations. Such approach is part and parcel of our work at the UN and it does not prejudice any positions or outcome of the reform process. This sentiment was also echoed by the vast majority of speakers during the past sessions. My delegation is also flexible on which outcome document to be used as a basis of future negotiations, provided that negotiations are open, transparent and result-oriented.

3. We must do our best to avoid the repetitive nature of the discussions and demonstrate considerable flexibility throughout the negotiations. In his statement on 25 January 2021, the President of the General Assembly asked us, Member States, to give the IGN process a chance and engage in a constructive manner. In the same spirit, Malaysia urges other Member States to be pragmatic and demonstrate openness, flexibility, sincerity, and political will to reach a mutually acceptable conclusion.

4. Security Council reform is an integral part of our broader efforts to transform the United Nations into a more effective and democratic global institution. Let me conclude by assuring you of my delegation's commitment to moving this process forward.
