INFORMAL MEETING OF THE PLENARY ON THE BRIEFING BY THE SPECIAL ENVOY OF THE SECRETARY-GENERAL ON MYANMAR

Mr. President,
I thank you for convening this important informal meeting. We thank UN Secretary General’s Special Envoy Noeleen Heyzer for her briefing and assures her of Malaysia’s full support.
Mr. President,
2. Malaysia remains gravely concerned that the prevailing situation in Myanmar continues to have negative impacts on the Rohingyas and other minorities in the country. The vulnerable situation of the Rohingya and other minorities will continue as long as violence persist. Malaysia reiterates its call on all parties to exercise utmost restraint to stop this deplorable situation immediately. De-escalation and ensuring the flow of humanitarian aid, including COVID-19 vaccines into Myanmar remains a high priority.
3. The political crisis in Myanmar will continue to hamper progress in facilitating the repatriation of Rohingya refugees, the return of those displaced and providing humanitarian assistance for those in the Rakhine state. Addressing the root causes of the Rohingya crisis and ensuring justice to victims of past crimes conducted by the military remains important. The Rohingya issue needs serious attention and continued support from the international community. Malaysia will continue to support all efforts towards a safe, voluntary, and dignified return of displaced Rohingyas to their place of origin in the Rakhine State.

4. Malaysia notes the high expectation of the international community on ASEAN in addressing the current situation in Myanmar. The support by the international community is very much appreciated. We welcome the close coordination between the UN Special Envoy and the ASEAN Special Envoy.
5. We remain disappointed that there continues to be no real progress with regard to the implementation of ASEAN’s Five-Point Consensus. We call on the SAC to fully cooperate with ASEAN in fulfilling the Five-Point Consensus. The political crisis in Myanmar has continued for over a year impacting neighbouring countries and regional security. Greater efforts by the international community are required more than ever, moving forward. Efforts by ASEAN must be supported with corresponding actions by the international community, particularly the Security Council and regional neighbours.
6. We strongly urge the Council to take prompt and decisive action to address the situation in Myanmar. The Council must not be seen as abdicating its responsibility by putting its reliance solely on the ASEAN process. The prolonged inaction by the Council will further enable the deterioration of the situation in Myanmar. The Council must step out of the shadows and live up to its responsibilities.

7. Malaysia stands ready to engage constructively and galvanise efforts with the international community towards resolving the current political and humanitarian crisis in Myanmar, including the plight of the Rohingya community.
