STATEMENT BY MALAYSIA

ELEVENTH REVIEW CONFERENCE OF THE

TREATY ON THE NON-PROLIFERATION OF NUCLEAR WEAPONS (NPT)

Mr. Chair,

 

My delegation congratulates you on your appointment as Chair of Main Committee I of the 11th NPT Review Conference and assures you of our full cooperation. Malaysia associates itself with the statement delivered by Indonesia, on behalf of NAM.

 

Mr. Chair,

 

2.         The NPT remains the cornerstone of the global nuclear disarmament and non-proliferation regime. Malaysia is of the view that the Treaty continues to play a critical role in maintaining international peace and security. Its continued credibility, however, depends on the full implementation of its obligations and the delivery of concrete and irreversible progress.

 

3.         It is deeply concerning that, more than five decades after the entry into force of the NPT, the world continues to face the existential threat posed by nuclear weapons. Notwithstanding obligations under the Treaty and commitments towards the total elimination of nuclear arsenals agreed to by consensus in 1995, 2000 and 2010, these weapons continue to pose grave risks to humanity and future generations.

4.Malaysia reaffirms its position that the total elimination of nuclear weapons is the only absolute guarantee against the use or threat of use of nuclear weapons. In this regard, Malaysia maintains that doctrines of nuclear deterrence, including extended deterrence and security assurances, are incompatible with both the letter and the spirit of the NPT.

 

5.In this regard, Malaysia further notes with concern the inconsistency of positions where calls for nuclear disarmament are made alongside continued reliance on nuclear deterrence arrangements. Such divergences risk undermining the credibility of disarmament efforts and the integrity of the Treaty. Malaysia underlines that the effectiveness and credibility of the Treaty depends on its universal application and the implementation of its obligations by all States Parties.

 

6.As we strive to uphold the integrity of the NPT, greater transparency and accountability on the part of Nuclear-Weapon States must be advanced as a matter of priority. Malaysia hopes that progress will be made in the current cycle towards enabling focused, constructive dialogue among all States Parties.

 

7.In this regard, we call on the Nuclear-Weapon States to enhance transparency regarding their nuclear arsenals, doctrines and reduction efforts, including through more comprehensive and substantive national reporting. Such measures are essential to rebuilding trust and confidence among States Parties and to revitalising the disarmament pillar of the Treaty.

 

8.         Malaysia reaffirms its support for Treaty on the Prohibition of Nuclear Weapons (TPNW), which entered into force in January 2021. The Treaty constitutes a complementary instrument that strengthens the global normative framework against nuclear weapons and reinforces the implementation of Article VI of the NPT.

9.In Action 25 of the Pact for the Future, UN Member States emphasised their deep concern over the prevailing state of nuclear disarmament and reiterated their commitment to the goal of the total elimination of nuclear weapons.

 

10.These commitments must now be translated into tangible and irreversible actions. At a time when multilateralism faces renewed strains, contemporary security challenges must serve as a catalyst for disarmament, rather than a justification for the continued reliance on nuclear weapons.

 

11.       Malaysia has always maintained a principled position on the general and complete disarmament of weapons of mass destruction. Malaysia stands ready to engage constructively with all States Parties to advance nuclear disarmament and to ensure that this Review Conference delivers meaningful and credible outcomes.

 

12.       In this vein, we reiterate that the complete and total elimination of nuclear weapons is the only solution against the possible use or threat of use of nuclear weapons.
