AT THE OPEN DEBATE OF THE UNITED NATIONS SECURITY COUNCIL

ON PEACEBUILDING AND SUSTAINING PEACE: INVESTING IN PEOPLE TO ENHANCE RESILIENCE AGAINST COMPLEX CHALLENGES

Mr. President,

 

Malaysia joins others in thanking you for convening this important Open debate. We also appreciate the briefers for their outlook on the topic.

 

Malaysia welcomes all efforts towards sustaining peace. Against the backdrop of multifaceted crises, we believe greater efforts are required to strive for a dynamic equilibrium between solving, preventing, and post-conflict reconstruction. The concept of sustaining peace should incorporate a whole system of peacebuilding, peacekeeping and capacity-building alongside sustainable development and humanitarian efforts. In this regard, Malaysia commends the Peacebuilding Commission on its vital role which since its establishment in 2006, has continued to broaden its scope.

 

Malaysia continues to believe that the Security Council has benefited from its increased interaction with the Peacebuilding Commission. We firmly believe that the relations should be enhanced and strengthened given the nexus between peace building and peacekeeping operations.

 

Mr. President,

           

My delegation reaffirms that efforts in supporting post-conflict countries must be premised on the principle of national ownership. Through national ownership, any policy of post-conflict reconstruction, institutional building and the formulation of an economic development programme will reflect the needs of the local stakeholders and ensure inclusivity and legitimacy. We also believe in the imperative of regional engagement and commitment for sustainable peace.

Additionally, the role of women and youth in peace and security should be further mainstreamed. Malaysia views that engaging women and youth including in capacity- building programmes is vital to ensuring sustainable recovery and long-term peace.

 

Mr. President,

 

Malaysia will continue to support enhancing resilience in peace efforts. Towards this end, 849 Malaysian peacekeepers including 85 personnel are currently serving in five (5) UN peacekeeping operations in Lebanon, Democratic Republic of the Congo and Western Sahara. We have also provided support in terms of capacity-building programmes including in our region that includes reconstruction and sustainable economic development, through the Malaysian Technical Cooperation Programme (MTCP). 

 

Malaysia’s firm commitment to peacebuilding efforts is also manifested through our support on all UNSC resolutions related to peacebuilding efforts.

 

Malaysia stands ready to continue supporting the Security Council, PBC and all partners in building a new agenda for peace to sustain international peace and security.
