STATEMENT (UNSC) : PEACE AND SECURITY THROUGH PREVENTIVE DIPLOMACY: A COMMON OBJECTIVE TO ALL UNITED NATIONS, 16 NOVEMBER 2021
STATEMENT BY
H.E. SYED MOHAMAD HASRIN AIDID
PERMANENT REPRESENTATIVE OF MALAYSIA
TO THE UNITED NATIONS
AT THE SECURITY COUNCIL OPEN DEBATE
“MAINTAINING INTERNATIONAL PEACE AND SECURITY:
“PEACE AND SECURITY THROUGH PREVENTIVE DIPLOMACY: A COMMON OBJECTIVE TO ALL UNITED NATIONS PRINCIPAL ORGANS”

Mr. President,
Let me start by thanking Mexico for hosting this open debate. I would also like to thank all the heads of principal organs for sharing their insights on this important topic.
2. Despite the appeal for a global ceasefire, we continue to witness protracted and emergence of conflicts across the continents. We are all familiar with the devastating impacts of armed conflict especially on the enormity of human suffering. Last year, we committed ourselves to promote peace and prevent conflict as we commemorated the 75th anniversary of the Organisation.
3. Hence, today's debate is an important reaffirmation of our collective resolve to strengthen cooperation and synergy towards a cohesive prevention, management, and resolution of conflict. Malaysia wishes to briefly share four points on the subject before us :
First on the relationship between the General Assembly and Security Council
4. As the Security Council acts on behalf of the General Assembly, we underscore the importance of greater coordination and transparency between the Council and the General Assembly including with the latter's subsidiary organs such as the Disarmament Commission, Peacebuilding Commission and Human Rights Council.
5. We also stress on the importance of ensuring full implementation of Security Council resolutions on all Members of the General Assembly. Accountability is pivotal in ensuring justice, reconciliation, and preventing future conflict.
Second on the relationship between the Security Council and ECOSOC
6. There can be no sustainable development without peace and no peace without sustainable development. On this premise, my delegation believes that the ECOSOC could play an imperative role in supporting peace efforts as well as preventing conflict.
7. The 2030 Agenda provides the path to address the root causes and reversal into conflict. Its implementation could reduce or eliminate vulnerability, fragility, and inequality that would subsequently prevent conflict.
8. In this context, the partnership between special political missions mandated by the Security Council and ECOSOC is critical in realising a comprehensive approach linking security with social and economic development in building lasting peace.
9. We also encourage the Security Council to make greater use of Article 65 of the UN Charter, which states that the ECOSOC may furnish information to the Security Council and shall assist it upon request.
Third on the relationship between the Security Council and ICJ
10. Malaysia remains convinced that deliberations on contentious political and security issues would be better served if supplemented by an authoritative legal opinion, and this is where the ICJ can be of relevance. We urge the Security Council to seriously consider Article 96 of the UN Charter and make greater use of the Court as a source of Advisory Opinion and interpretation of relevant norms of international law, particularly on long-pending issues affecting international peace and security.
Fourth on the relationship between the Security Council and Secretariat
11. We urge the Secretariat to use all available tools within its respective mandates to ensure full implementation of resolutions concerning peace and security, including in undertaking investigation and mediation process. We also call on the greater use of the UN country team and the UN offices in this regard.
12. We also encourage the Secretary-General to appropriately invoke Article 99 of the UN Charter which empowers him to bring to the attention of the Security Council any matter that in his opinion may threaten international peace and security.
Mr. President,
13. Revitalising and strengthening interaction and coordination between the UN main organs are essential to safeguarding international peace and security. We hope that further improvement could be undertaken collectively to bring the entire UN system and all partners around the common cause of peace as we build stronger towards a new agenda for peace.
