STATEMENT : HIGH-LEVEL MEETING TO MARK THE 25TH ANNIVERSARY OF THE INTERNATIONAL DAY FOR THE ELIMINATION OF VIOLENCE AGAINST WOMEN

STATEMENT BY

MS. NUR AZURA ABD KARIM

COUNSELLOR, PERMANENT MISSION OF MALAYSIA TO THE UNITED NATIONS

AT THE HIGH-LEVEL MEETING TO MARK THE 25TH ANNIVERSARY OF THE INTERNATIONAL DAY FOR THE ELIMINATION OF VIOLENCE AGAINST WOMEN

UNITED NATIONS GENERAL ASSEMBLY, NEW YORK, 25 NOVEMBER 2024

Mr. President,

Malaysia aligns itself with the statement delivered by Cameroon on behalf of the Organization of Islamic Cooperation (OIC). The following remarks are made in our national capacity.

  1. This day serves as a poignant reminder of the global commitment to end violence against women in all its forms. As we mark this significant milestone, Malaysia reaffirms its unwavering commitment to the promotion and protection of human rights for all individuals, particularly women and girls.

  1. Violence against women remains a pervasive global issue, cutting across cultural, social, and economic boundaries. In Malaysia, we recognise the devastating impact of violence — be it physical, sexual, emotional, or economic — on women, their families, and society at large. It is not only a violation of human rights but a barrier to sustainable development, peace, and security.

  1. Over the past few decades, Malaysia has taken concrete steps to address this issue. We have prioritised combating sexual harassment and violence in public spaces, workplaces, and educational settings.  The Talian Kasih helpline, available 24/7, provides immediate support to victims of domestic violence.  Malaysia has also made significant legal reforms, including the amendment of the Domestic Violence Act 1994, which now provides broader protections for victims and introduces emergency measures.  In 2023, Malaysia took a landmark step and criminalised stalking.  These measures are part of a comprehensive strategy that includes prevention, protection, and rehabilitation. We have also focused on empowering women through education and economic opportunities, ensuring that they are not only survivors but also active agents of change in their communities.

  1. Furthermore, Malaysia is committed to improving support services for survivors of violence, including the establishment of shelters, counselling, and legal aid. We are working closely with civil society organisations and empowering our law enforcement agencies to create an integrated, multi-sectoral response that ensures survivors have access to justice and comprehensive care.

  1. However, despite these efforts, much remains to be done. The 25th anniversary of this important day calls for renewed determination in addressing the root causes of violence against women. It is crucial that we continue to address harmful gender norms, engage men and boys in promoting respect and equality, and ensure that all women, particularly those in vulnerable situations, can live free from fear and violence.

  1. In this regard, Malaysia is committed to upholding the principles of the United Nations Declaration on the Elimination of Violence Against Women and will continue to advocate for stronger international cooperation, knowledge-sharing, and policy innovation to eliminate violence in all its forms.

  1. As we commemorate this milestone, let us renew our collective resolve to create a world where women and girls are safe, respected, and able to reach their full potential. Only by working together can we achieve a world free of violence and discrimination.

I thank you.
