STATEMENT (4C) : MEETING ON PEACEKEEPING MINISTERIAL PLEDGE IMPLEMENTATION
STATEMENT BY
COLONEL SHAMSURI NOORDIN
MILITARY ADVISER
PERMANENT MISSION OF MALAYSIA TO THE UNITED NATIONS
MEETING ON PEACEKEEPING MINISTERIAL PLEDGE IMPLEMENTATION
NEW YORK
17 NOVEMBER 2025
Mr. Chair,
Thank you for convening this meeting.
2. Since 1960, Malaysia has been a steadfast participant in over 38 peacekeeping operations and deployed around 40,000 peacekeepers from the Malaysian Armed Forces (MAF) and the Royal Malaysian Police (RMP).
3. To ensure the sustained relevance and effectiveness of peacekeeping operations, Malaysia announced six pledges at the 2025 UN Peacekeeping Ministerial in Berlin, as delivered by the Minister of Defence. These pledges encompass Uniformed Capabilities, Peacekeeping Training, Capacity Building and Partnerships, as well as commitments to the safety and security of peacekeepers, enhanced medical capabilities, and the Women, Peace and Security (WPS) agenda.
4. Regarding pledge implementation, on uniformed capabilities. Malaysia has registered one Infantry Battalion and one Formed Police Unit (FPU) at Level 1 in the PCRS. We remain firmly committed to the critical role of training in enhancing the effectiveness of United Nations peacekeeping. In support of our international and regional peacekeeping commitments, Malaysia will host the Training of Trainers course for the UN Staff Officers Specialised Training Materials (STM) from 24 November to 5 December 2025. Notably, on 1 October 2025, the Malaysian Peacekeeping Centre (MPC) was awarded the Training Recognition Certification by the Integrated Training Service (ITS), affirming that MPC’s training programmes are fully aligned with United Nations standards.
5. On our pledge for the Mobile Training Team (MTT), consultations with LCM are ongoing, with a particular focus on the Buddy First Aid Kit (BFAK). Malaysia also reaffirms that the Women, Peace and Security (WPS) agenda must continue to be advanced. In line with the Mid-Term Review of the Malaysia Defence White Paper, Malaysia will further support the UN’s WPS Agenda by increasing the deployment and participation of female personnel as peacekeepers in current and future missions.
Mr. Chair,
6. With the pledge implementation highlighted above, it signals Malaysia’s continued strong commitment to this important process and to the United Nations peacekeeping agenda more broadly. In conclusion, Malaysia reaffirms its steadfast support for ongoing efforts to strengthen United Nations peacekeeping operations and stands ready to work collaboratively with all partners to ensure peacekeeping remains effective, responsive, and fit for purpose.
I thank you.
