STATEMENT BY

H.E. MR. AHMAD FAISAL MUHAMAD

PERMANENT REPRESENTATIVE OF MALAYSIA TO THE UNITED NATIONS

AGENDA ITEM 89:

REPORT OF THE INTERNATIONAL ATOMIC ENERGY AGENCY

78TH SESSION OF THE UNITED NATIONS GENERAL ASSEMBLY

NEW YORK, 8 NOVEMBER 2023

Mr. President,

At the outset, Malaysia records its appreciation to the Director-General of the International Atomic Energy Agency (IAEA) for the comprehensive 2022 report and the additional information highlighting key developments relating to the Agency in 2023.

2.     Malaysia commends the Agency's multifaceted initiatives, as outlined in the report, including the resolutions adopted at the 67th IAEA General Conference in September. We recognise the IAEA’s indispensable contributions in promoting safe, secure, and peaceful uses of nuclear technology, as well as the Agency’s role as the sole competent authority in verifying States' compliance with safeguards obligations.

3.     Malaysia acknowledges the invaluable support provided by the Agency across various fields, including in medicine, food and agriculture, through various programmes such as ZODIAC, NUTEC Plastics, Rays of Hope and the new initiative Atoms4Food. These initiatives have greatly facilitated the utilisation of nuclear science and technology for peaceful purposes, in our efforts to realise the Sustainable Development Goals (SDGs).

4.     In this regard, the significance of the IAEA's Technical Cooperation (TC) activities for developing Member States in achieving the SDGs cannot be overstated.

5.     In the domain of nuclear safety, Malaysia appreciates the Agency’s assistance to Member States in building and strengthening their capabilities, including in the area of waste safety.

6.     Effective nuclear safety and security are critical in ensuring the peaceful uses of nuclear energy and technology. The IAEA plays an essential part in supporting the implementation and continued improvement of international nuclear safety and security standards.

7.    In conclusion, Malaysia supports draft resolution L.7, reaffirming the pivotal role of the IAEA in the development and application of atomic energy for peaceful purposes. My delegation is pleased to co-sponsor this draft resolution.

Thank you.
