ARRANGEMENTS WITH THE GLOBAL ENVIRONMENT FACILITY TO GIVE EFFECT TO THE RELEVANT PROVISIONS ON FUNDING
GLOBAL ENVIRONMENT FACILITY (GEF) -9 REPLENISHMENT

Thank you, distinguished Co-Chairs.
1.Malaysia welcomes the detailed obligations placed on GEF to provide comprehensive reports on its activities, including project approvals, outcomes, and resource mobilization. We encourage that reporting also include information on accessibility and equity of funding, particularly the extent to which developing countries are able to access resources without undue administrative burden.
2.Regarding the periodic review and independent assessment, Malaysia strongly supports the provision for periodic review of the financial mechanism. We believe these reviews must be inclusive, transparent, and participatory and that independent assessments should evaluate not only effectiveness but also fairness and equity in resource allocation.
3.On resource mobilization, Malaysia appreciates the linkage between the COP finance committee’s recommendations and the GEF replenishment process. We encourage the exploration of innovative financing approaches, including blended finance and partnerships with regional and private sector initiatives to ensure sufficient and sustainable resources for implementation.
4.Malaysia also supports the provisions on complementarity and coherence, stressing the need for synergy between GEF funding and other international funding mechanisms, including the Green Climate Fund, the Adaptation Fund and relevant regional initiatives, in order to avoid duplication and maximize impact.
